This position is located at the Research & Development Service, Corporal Michael J. Crescenz VA Medical Center (CMCV AMC), Philadelphia, PA. The technical writer is responsible for the project leadership of all internal and external communication activities, including public relations, publications, web presence, and result dissemination within the service.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** NOTE: This is a TERM appointment (not-to-exceed 4 years from the date of hire). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment. Duties may include, but are not limited to the following: Serves as a subject matter expert for all processes by overseeing the entire standard operating procedures within the various research programs; Prepares training manuals and materials in collaboration with program directors, administrative leadership, and researchers; Participates in the development and collection of critical data for high-level projects; Monitors the status and quality of workload and adjusts appropriately in accordance with established priorities; Accountable for the overall management of internal and external communications; Analyzes, interprets, and integrates information in a variety of formats, such as graphs, tables, databases, and spreadsheets; Develops and applies technical writing techniques and methodologies; Works both collaboratively and independently to develop new and creative web design features; Develops original and creative concepts for webpages supporting the program's strategic mission and objectives; Provides expert advice, guidance, and recommendations to the program's leadership and other research investigators and collaborators; Works with leadership in identifying and generating dissemination opportunities for the assigned research program; Works both collaboratively and independently to provide a variety of original, high-quality design consultation solutions for presentations, brochures, posters, and banners; Responsible for planning, directing, and monitoring of a diversified offering of multimedia formats; and Performs other directly related duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-12 GRADE LEVEL, YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: You must have at least one year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience includes developing written public health materials for audiences with varied understanding and awareness; evaluating scientific information for publication; writing about academic research, US health care and health disparities; assisting with website development and management; producing written materials that conform to the intent and specifications of the assignment (for example, concerning content, focus, and length). NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. A full year of work is considered to be 35-40 hours of work per week. Typically, the employee may sit comfortably to perform portions of the work. However, travel will be required with minor lifting and moving of research-related items as well as standing, bending, or stretching to inspect various research areas and equipment. Work also often requires intense concentration.
