Duties
As a Health Education Specialist you will:
Serve as a recognized expert in health sciences for the planning, design, and implementation of fellowship training programs in the Division of Workforce Development's Epidemiology and Laboratory Workforce Branch (including for the Epidemic Intelligence Service, the Laboratory Leadership Service, the Epidemiology Elective Program, and the Science Ambassador Program).
Develop, advise, and coordinate a collection of courses and training materials for CDC education programs based on the science of adult learning and educational psychology to achieve specific education goals and objectives.
Establish CDC program/project goals and objectives and identifies results indicative of successful program accomplishments. Establishes standards by which to judge CDC program/project effectiveness and plans for evaluations.
Work with scientists, instructional designers, curriculum specialists, health educators, and external vendors/contractors to develop didactic, active, and experiential learning activities based on adult learning strategies and quality training standards.
Coordinate educational program/project activities such as meetings, conferences, information gathering, and conducting negotiations for various aspects of CDC programs/projects.
Supervise a small contingent of positions.

Basic Qualifications:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position.
The course work must have included study in at least four of the following five areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2)Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3)Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4)Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5)Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software

have a combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
Minimum Qualifications:
To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: managing public health training activities and developing and implementing educational programs based on the science of adult learning and educational psychology.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
