You will serve as a SUPERVISORY AUDIOVISUAL PRODUCTION SPECIALIST in the Corporate Instructional Design Center (Code 1571), Workforce Development and Design Division (Code 1570), of the Naval Shipyard Support Office, (Code 1500), of NORFOLK NAVAL SHIPYARD.

Duties

You will manage and direct the Corporate Instructional Design Center (CIDC), the APO, and the NAVSEA central audiovisual training library. You will prepare and maintain budgets and be designated as a shipyard Funds Administrator. You will manage and direct complete production of training lesson plans and student and instructor guides using the principles of instructional systems technology and the expertise of the training and education and video divisions. You will counsel subordinates on technical matters of unusual importance and difficulty. You will provide advice and guidance, and develop and alter, when necessary, long range plans to effect equipment procurement and projected savings throughout the naval shipyard community.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position is eligible for part time, substantial or ad-hoc telework at the discretion of management.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience applying knowledge and expertise in a wide range of state-of-the-art audiovisual equipment and in the methods, techniques, and procedures involved in the operation of professional audiovisual equipment and application of the various audiovisual disciplines (video, script and text writing, and all media) required for the production of video, CBT, text material, and other audiovisual presentations. - Experience successfully serving as an expert advisor in adult education and instructional methodologies, providing advice and counsel to shipyard subject matter experts and instructional design team members regarding learning strategies. - Experience applying technical understanding and expertise in training analysis, design, development, evaluation, and validation in the field of instructional technology. - Experience applying technical knowledge and expertise in conducting analyses of occupational areas or jobs to determine the requirements for revision of existing instructional systems or development of new training programs.
