The primary purpose of this position is to lead three or more workers to accomplish trades and/or labor work on a substantially full time and continuing basis. Leader is responsible to both perform the work assigned by a supervisor and ensures that subordinates completed assigned work consistent with trades and labor standards.

Duties

Leads a team of trades and/or labor workers. Performs work. Plans and lays out work from blueprints, sketches, drawings, specifications, and work orders in manufacturing of aircraft sheet metal structures. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.

  • A security clearance may be required. Must be able to obtain and maintain the appropriate security clearance.

  • Position may be subject to random drug testing. Employee must pass initial and periodic short notice drug testing.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays. As required by management, works day, swing, and owl shifts and uncommon tours, weekends, etc.
  • Shift work and emergency overtime may be required
  • Employee must maintain current certifications
  • Disclosure of Political Appointments
  • Provides OJT to lower grade, borrowed and newly assigned personnel. Consults on development of formal training as required.
  • May be required to travel by military or commercial aircraft in the performance of temporary duty assignments.
  • Will use respirator as required and attend respirator training classes when scheduled by training monitor. Uses any other required safety equipment.
  • Occasional lifting of items weighing up to 24 pounds is required. Lift items over 24 pounds with assistance
  • The work requires the employee to drive a motor vehicle position. An appropriate, valid driver’s license is required for the position.
  • Selectee may be required to serve a probationary or trial period.
  • Willing to submit to a pre-employment physical as a condition of employment

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-3800 Metal Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is Ability to do the work of the position without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of equipment, structure, materials, etc. (includes constructing repair, and forging). Ability to interpret instructions, specifications, etc. (includes blueprint reading) Layout and pattern development (includes geometric projection and triangulation). Ability to use hand tools, power tools, etc., for metal work Dexterity (assembly, disassembly, reassembly, etc.) KNOWLEDGES, SKILLS, AND ABILITIES (KSA): Working knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) Knowledge of safety regulations, practices, and procedures. Knowledge of the use and maintenance of tools, equipment, and equipment common to trades and labor work performed by the group being led. Skill in performing the trade and/or labor work of the group being led. Ability to lead a team of three or more labor or trade employees. Ability to plan and organize work assignments to include determining resources required to accomplish mission. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL EFFORT: Work encompasses strenuous physical exe1tion when bending and shaping the more complex items in handling larger and bulkier items. Physical exertion is moderate and includes prolonged standing; climbing up and down ladders and scaffolding; working in cramped and awkward positions while installing items; and reaching, lifting, and ending while using hand and powered tools. Weight lifted seldom exceeds 50 pounds. WORKING CONDITIONS: Works both inside and outside and is subjected to a moderate amount of noise and vibration from shop machines and to a variety of weather conditions. Subject to cuts, bruises, falls, and bums. Required to wear safety glasses when performing eye hazardous operations.
