This position is located in the Office of Laboratory Safety (OLS) is primarily responsible for ensuring the safety of FDA laboratorians and support staff as they perform their work-related duties and for developing policy, guidance, and tools for FDA staff to maintain a safe and healthful workplace.

Duties

Serves as an FDA authority on technical safety matters including chemicals of interest, biosafety level 1- and 2- practices and procedures, and high consequence agents such as governed by the Federal Select Agent Program. Articulate, interpret, and explain highly complex, potentially controversial, and important policies, programs, and other significant matters in a range of presentation media (written and web- based). Acts as a mentor to entry- level employees in hazard recognition and safe laboratory and facility practices. Reviews standards and regulations across a broad array of laboratory safety domains, including occupational safety and health, biosafety and biosecurity, and animal biosafety and handling, and has strong writing and communication skills. Informs and interprets new Environmental, Occupational Safety and Health (EOSH) legislation and conducts background research, verifying legislative requirements, facts, dates, and statistics, for integration into manuals and other written documents.

Qualifications

The position of Safety and Occupational Health Manager falls under the 0018 occupational series. To qualify for this position at grade GS-13, you must meet all requirements by 11:59 pm EST on 12/06/2024. Basic Requirements Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. AND Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. Selective Placement Factor: Serve as an authority on technical safety matters including chemicals of interest, biosafety level 1-, 2- and 3 practices and procedures, and high consequence agents such as governed by the Federal Select Agent Program (42 CFR Part 73, 7 CFR Part 331 and 9 CFR Part 121). GS-13: You must have 1 year of specialized experience equivalent to at least the GS-12, in the Federal service, which includes: developing and maintaining laboratory-related safety materials and other documents with an emphasis on high containment biological laboratories; managing safety or occupational health program elements; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. FOREIGN EDUCATION
