The primary purpose of this position is: To serve as a Program Analyst in the Air Force Education and Training Command Studies and Analysis Squadron (AETC SAS) with responsibility for planning, leading, and executing a wide range of occupational studies and analyses related to Air Force Development decisions, including but not limited to training and classification.
Duties
Coordinates implementation and manages execution of AF Occupational Analysis Program to support Air Force Development decisions, including but not limited to, the areas of recruiting, training and education in support of operational and strategic planning to support Air Force mission capability. Includes a wide range of personnel management decisions, including but not limited to, classification, personnel utilization, retention, promotions, and career development for military and civilian positions across the Air Force (AF).
Performs occupational analysis. Liaison with all appropriate career field and functional managers across the Air Force, the training community, and the analysis team.
Acts as a subject matter expert on Air Force personnel management guidance and policies. Maintains currency on and interprets policies and guidance as they relate to Air Force personnel management guidance and policies and Occupational Analysis.
Attends meetings, conferences, briefings, and seminars and prepares written correspondence and documentation. Interfaces with headquarters, technical, and customer organizations on advances and status/progress of projects and initiatives.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying occupational analysis and personnel management principles and concepts to advise managers on the accepted principles and policies involving complex problem sets and highly complex and contentious issues such as splitting or merging career fields and eliminating or adding new training tasks; knowledge of the relationships between subordinate and senior levels of manpower and personnel management within the employing entity and/or between the organization and programs of other departments, commands, or equivalent organizations; and skill in developing, interpreting, analyzing, and presenting personnel management data extracts and reports from automated personnel management databases such as Business Objects (BO), and survey management software such as Qualtrics.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of DoD and AF Force Development policies, guidance, objectives, missions, and operating programs and the implications on command and/or agency personnel management programs and organizations.
Knowledge of the types of analytic methods and research approaches available within the field of occupational and work analysis. Ability to use automated systems to retrieve data, create reports and queries, utilize email, and operate basic data and word processing functions.
Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex personnel management problems.
Ability to maintain effective professional relationships with others including management officials, co-workers, and customers to ensure cooperative resolution of problems and provide effective coordination of activities.
Ability to work with customers, understand customer requirements, and determine if their operational problems/questions are well suited for support with occupational analysis techniques.
Ability to develop and deliver briefings, status reports, and correspondence to managers and customers to foster understanding and acceptance of findings and recommendations and articulate to the relationship to the operational problem/question.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
