You will serve as a SUPERVISORY SECURITY SPECIALIST in the Personnel Security/NATO Sub-registry Section (N09B311), Office of the Chief of Naval Operations (OPNAV) Security Branch (N09B31), OPNAV Services and Security Division (N09B3) of IMMEDIATE OFC OF CHIEF OF NVL OPS.
Duties
You will be responsible for the planning, implementation and direction of the Personnel Security Program for the Office of the Chief of Naval Operations.
You will coordinate Top Secret Control Program policy for all designated Top Secret Control Officers appointed within the office.
You will develop policies and procedures while also providing guidance for the Personnel Security Program.
You will independently formulate and apply security policy, procedures, systems and programs involving the loyalty and reliability of people assigned to the office.
You will review, evaluate, and adjudicate reports of investigations, personnel files and other records to determine whether to recommend granting, denying, revoking, suspending, or restricting security clearances or assignments.
You will be the command technical authority on personnel security matters.
You will be responsible for the development of policies and procedures and provide guidance for the NATO Security Program.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying a knowledge of a wide range of security concepts, principles, and practices to review independently, analyze, and resolve difficult and complex security problems related to Navy, Defense and National Security. You also must have experience managing and leading a team to ensure efficient and effective operations. Examples of specialized experience include: 1) Controlling and managing personnel security investigations in order to grant clearance/access to classified information, facilities, and electronic capabilities; 2) Reviewing and evaluating reports of investigations conducted by Defense Counterintelligence and Security Agency, and other agencies to adjudicate for personnel suitability/security and identify the presence of unfavorable information; 3) Utilizing various Personnel Security Systems; 4) Carrying out procedures for proper classification, markings, handling, safeguarding, dissemination and accounting of classified materials (ie: materials related to the Northern Atlantic Treaty Organization, Critical Nuclear Weapon Design Information, and Top Secret Security program information); and 5) Applying a knowledge of various security operating procedures to include those outlined under SECNAVINST 5510. 30C, SECNAVINST 5510.36B, DODM 5200.01 Volumes 1-3, DODM 5200.02, and Executive Order 13526.
