The Administrative Officer serves as the Division's authority on general administrative matters and, as a member of the Division Management Team, provides expert services, advice and guidance to the senior management. Directly supervises a resources management staff and has direct responsibility for coordinating and assigning work as well as coordinating the training and development of other administrative personnel within HRD.
Duties
The duties may include, but are not limited to:
Serves as a member of the HRD Management Team and is recognized as the Division’s expert and primary liaison on general administrative matters.
Participates with the Director in processes associated with making and communicating critical policy and program management decisions.
Coordinates and manages HRD’s annual budget proposals and spending plans; develops and implements internal divisional budget/financial systems; and coordinates the preparation of budget estimates.
Maintains necessary internal budget controls, and provides the senior management with timely and accurate status of funds reports and other financial reports.
Represents the Division in budget negotiations or other related meetings requiring budget and financial expertise/knowledge.
Acts as a resource for senior management with policy guidance on a full range of personnel issues.
Insures the preparation of a broad range of informational resources and formal documents critical to policy and decision-making processes.
Oversees all aspects of the acquisition process and provides authoritative guidance and assistance to officials or vendors involved.
Supervises a permanent staff of resource management specialists.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Supports operation and management by overseeing the development, execution, and evaluation of internal programs and policies of a complex organization providing shared Human Resources services and/or services to multiple Federal programs.
Analyzes problems, identify significant factors, gather pertinent data and generating solutions; involving evaluation and measurement techniques or advanced analytical and statistical methods.
Executes and/or develops plans to facilitate the availability and effective utilization of various resources (e.g. procurement of equipment and supplies; personnel management; space; status of funds; etc.).
Develops and track annual budget and spending plans within the federal sector by following Federal, Congressional, as well as OMB policies, directives and regulations.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
