Duties

This position will allow you to use your expertise to perform a variety of writing, editing, and reviewing materials for the Field Office. Please see the following link for specific COLA Rates https://www.opm.gov/policy-data-oversight/pay-leave/pay-systems/nonforeign-areas/#url=COLA-Rates In this Writer-Editor position you will become a key team member of Homeland Security professionals involved in writing, editing, reviewing, researching, and disseminating materials for the Office of Field Operations' missions and priorities. Typical work assignments include: Writes and edits complex written responses to the high-level correspondence received from the Office of the Commissioner, Executive Assistant Commissioner, and members of Congress. Implementing format requirements and style conformance to DHS, CBP, and OFO writing and editing policies and procedures. Identifying and analyzing content on a variety of complex issues and present the issues while taking into consideration the sensitivity of issues and audiences. Researching, gathering and incorporating information to amplify full subject coverage to process correspondence. Engaging with senior leadership to provide guidance and highlight document concerns to achieve the most sensitive and appropriate product possible. Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Writing and editing reports, news articles, and other publications and analyzing facts drawn from different sources. Assisting in coordinating proposed edits directly with document points of contact throughout multiple drafting stages. Composing speeches for officials, press releases for the organization, and responses to congressional inquiries on complex issues. Gathering information from a variety of sources, including, but not limited to, public and internal sources; the Internet; written material; and interviews with subject matter experts and stakeholders. Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Demonstrating experience working independently or on a team to write, edit, and use research methodology to develop and prepare authoritative data and policies. Preparing, researching, and publishing written materials that explain and interpret complex policies, programs, and functions of the Department, or present advanced technical findings and applications. Writing and editing a variety of materials, including: congressional and external briefing materials. Consulting with senior leadership concerning the enhancement and content of publications and written responses for specific audiences. Education Substitution: GS-11: Successful completion of a Ph.D. or an equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in any field, or L.L.M for the experience required at the GS-11 grade level. Such education must have been obtained in an accredited college or university. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours. You are required to submit proof of your claim. *GS-12: THERE IS NO EDUCATION SUBSTITUTION FOR THE GS-12 GRADE LEVEL* Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level specified; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for the grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at grade GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/06/2024.
