The Assistant Human Resources Officer, Employee and Management Services Directorate (EMSD) formulates major policies and programs, and provides authoritative advice and guidance to mission area managers and supervisors on complex and controversial matters in employee and management services areas.
Duties
The duties may include, but are not limited to:
Coordinates with top mission area managers in the development and implementation of disciplinary and performance-related principles, policies, and procedures.
Oversees the analytical and representational activities of the mission area in appeals before the Merit Systems Protection Board, and Equal Employment Opportunity Commission.
Manages the execution of sound labor-management relations; evaluation of management and HR policies to determine labor relations impacts.
Oversees the management of services providing investigations into administrative matters.
Oversees the management of services to assist employees on a personal level and with issues arising in the work environment, such as: Conflict Resolution, Employee Assistance Program, etc.
Serves as an authoritative expert to the MRP Management Teams in determining the effect of new regulations, government-wide initiatives, and opinions and findings of administrative oversight bodies.
Reviews unusually sensitive reports and findings developed by the Office of Inspector General or other investigators.
Assigns and reviews the work of staff to ensure timely performance, soundness, and value.
Requirements

- Successful completion of one year probationary period, unless previously served.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Supervise, lead and/or act as subject matter expert on technical and administrative matters in Human Resources related program areas, such as employee relations; labor relations; administrative/misconduct Investigations; litigation; workplace collaborative resolution and employee wellness.
Represent the Agency before bargaining representatives, the Merit Systems Protection Board (MSPB), the Equal Employment Opportunity Commission (EEOC), the Office of Special Counsel, Foreign Service Grievance Board (FSGB), Federal Labor Relations Board (FLRA), and/or other Administrative Tribunals, including state unemployment hearings, Federal courts, and outside third parties.
Consult with managers, supervisors and employees with regard to compliance with the administration of negotiated agreements held with labor organizations, litigation of grievances, administrative grievance adjudication, labor relations issues, bargaining unit contracts, workplace conflict, alternative dispute resolution, litigation and/or administrative/misconduct investigations.
Coordinating projects, provides expert advice and technical guidance, implement comprehensive changes, updates policies and procedures, and resolve sensitive and potentially controversial situations.
Note: There is no education substitution for this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
