You will serve as a Property Disposal Specialist in the Supply Division of NAVAL RESEARCH LABORATORY.

Duties

You will be responsible for overall program management of NRL's property disposal program which provides services related to the physical control, documentation, and disposition of excess equipment and materials. You will be responsible for developing a plan for NRL to promote maximum utilization of excess material/equipment generated at NRL and ONR sponsored activities. You will provide technical disposition consultation services for NRL divisions, particularly for items that require unusual disposition methods. You will communicate and coordinate with DLADS and other relevant agencies and business to select and execute the most cost-effective methods of work. You will provide guidance, oversight, and scheduling for the material pickup and delivery functions.

Qualifications

For the NO-03 level: Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS 5-10) or pay band (NO-02) in the federal service or equivalent experience in the private or public sector in order to perform the duties of a Property Disposal Specialist. Specialized experience must include some or all of the following: 1) Demonstrating knowledge of the rules and regulations involved in disposing surplus property and the ability to apply these rules and regulations to everyday tasks; 2) Communicating effectively both orally and in writing to obtain or exchange information with all levels of personnel both inside and outside of the organization; and 3) Analyzing and researching information and making recommendations based on findings. For the NO-02 level: Your resume must demonstrate at least three years of general experience, one of which is equivalent to the next lower pay band (NO-01) or GS equivalent (GS-4) in the federal service or equivalent experience in the private or public sector performing the duties of a Property Disposal Specialist. Experience must demonstrate some or all of the following duties: 1) Analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; 2) Planning and organizing work; and 3) Communicating effectively orally and in writing. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the NO-03 level:
You have earned a Ph.D. or equivalent doctoral degree
or
You have completed 3 full years of progressively higher level graduate education leading to such a degree (Ph.D.).
or
You have earned an LL.M., if related.
or
A combination of experience and graduate education as described above that equates to one year of experience.

For the NO-02 level:
You have completed a 4-year course of study leading to a bachelor's degree.
or
A combination of experience and education as described above that equates to one year of experience.
