This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology(OIT), Div of MID-Teir Applications Mgmt (FCMBBF).
As a IT SPEC (SYSANALYSIS), GS-2210-13, you will perform a wide variety of duties related to the design,development, and implementation of new and modernized HHS information technology (IT) systems in support of HHS programs.
Duties
Responsible for system design, development, and implementation. Plan and manage systems analysis, design, programming, testing, and installation of the proposed systems.
Analyze the validation of IT needs and requirements, including data, access needs and security, to design and develop appropriate systems designs, access methods and information security controls.
Prepare and analyze complex technical documents for lay audiences. Produce reports, timelines, and graphics to communicate expectations and progress to management, customers, investors, and other relevant parties.
Negotiate plans and timeframes, ensuring that clients understand the anticipated result. Communicate detailed specifications for implementation.

AND
In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include:
Coordinating activities and providing guidance to teams on Information Technology (IT) system projects;
Overseeing IT systems design, development, testing, implementation, operations, and maintenance using Agile tools and methodologies; (e.g. technical changes associated with the development and implementation of Agency applications and system interfaces by following the System Design Life-cycle) and
Implementing IT systems in a cloud hosting environment (e.g. architecture design/specification, understanding tools available through cloud hosting)
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
