As the Supervisory Social Worker, the incumbent serves in a dual role as a supervisor and GPD social worker. The incumbent is responsible for the professional and administrative management in the Health Care for Homeless Veterans GPD/Contract Program at the Community Referral Resource Center (CRRC) a satellite outpatient clinic of the Ralph H Johnson VA Medical Center. The incumbent, under the direction of the CRRC Program Supervisor, directs clinical services with the program coordination.
Duties
This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties include but not limited to:
The Supervisory Social Worker provides clinical and administrative oversight to the specialty program, managing the daily operation, developing policies and procedures and preparing reports and statistics for facility, VISN and national use. The incumbent ensures that the monthly performance measures for the program are met.
The Homeless Grant & Per Diem Program is an essential part of VHA and is vital for providing safe transitional housing and supportive services for homeless veterans. The incumbent utilizes both clinical social work and administrative skills in order to provide clinical consultation, administrative oversight and community collaboration for these programs that receive VA funding.
The Supervisory Social Worker functions within standards as dictated by HIPPA regulations, social work licensure, VA Circulars/regulations, VA Grant & Per Diem Handbook, as well as honoring the intent of CARF and JCAHO standards as pertinent to the performance of the role.
The incumbent supervises a group of professional social workers and support staff, and provides administrative, technical, and clinical supervision necessary for accomplishing the work of the unit. Administers information and analytical systems to evaluate and enhance the quality of services provided to patients in the Grant & Per Diem housing program. Develops and implements information systems to track service activities including visits, referrals, length of stay, patient demographics, equipment utilization, patient satisfaction, discharge outcomes and homeless performance measure.
Provides case management services at Homeless Grant & Per Diem sites, utilizing various treatment modalities of individual and group work, casework, community organization, and community outreach activities to alleviate or remove problems that interfere with the Homeless Grant & Per Diem Program participants' ability to achieve independence. Provides clinical consultation to staff at Homeless Grant & Per Diem sites.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English.
Licensure: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Experience and Education: One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
Supervisory Social Worker, GS-12 Requirements.
Experience and Licensure. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:(a) Ability to independently organize work, set priorities, and meet multiple deadlines.(b) Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.(c) Ability to ensure provision of clinical social work services.(d) Ability to provide staff training and development.(e) Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
