The primary purpose of this position is to serve as Deputy Chief, Human Capital Development Branch, Programming and Resources Division (SAF/IAPR), Secretary of the Air Force, International Affairs (SAF/IA).
Duties
Oversee military and civilian personnel actions and processes; monitor manpower activities/tasks and programming of future manpower requirements; and provide overall direction to team members on personnel services to support SAF/IA mission. Advise SAF/IA on military and civilian personnel policy, federal regulations, workforce planning, staffing, hiring flexibilities, training, recognition, performance evaluation, career development, employee management relations, equal employment opportunity, and military assignments and promotion systems.
Facilitate civilian International Affairs Career Field (IACF) policy, plans, and career field education and training. Serve as a focal point for IACF initiatives and career development programs; provide functional and technical advice concerning all aspects of the IACF.
Provide program management for Air Force International Affairs education, training, and professional development programs. Serve as Air Force lead of required training for SC and SA personnel (other than Security Cooperation Organization personnel) assigned to positions that execute or support SC and SA duties; provide SC and SA training policy and guidance; and manage training data in the Security Cooperation Workforce Database.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of federal HR laws, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, affirmative employment, employee and labor-management relations, employment performance and conduct issues, and other programs to provide staff-level advice to supervisors and managers regarding civilian personnel management activities. Extensive knowledge of military missions and organizational structures, objectives, operating programs, key positions, personnel management, and administrative/protocol policies and procedures. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the laws, rules, and regulations governing federal human resource management as they apply to military and federal civilian personnel. Knowledge of how federal human resource management principles relate to employee development functions to fully integrate training and career development with the overall military and civilian HR program.
2. Knowledge of the Security Cooperation Workforce Development (SCWD) Program and processes related to the Security Cooperation Workforce Certification Program.
3. Knowledge of Military Human Resource Information Systems such as Military Personnel Data System (MilPDS), Assignment Management System (AMS), myVector, myFSS, AFPROMS, Base Level Service Delivery Model (BLSDM), Personnel Records of Display Application (PRDA) and Retrieval Application Web (RAW).
4. Proficient in utilizing Automated Time Attendance and Production System (ATAAPS) and USA Staffing applications.
5. Ability to plan, implement, and evaluate military and civilian Career Development Programs. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
6. Ability to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
