The primary purpose of this position is to serve as DAF's legal expert on education law, by developing legal training, resources, and reach back support for legal assistance professionals and Exceptional Family Member Program (EFMP) stakeholders, executing EFMP legal support outreach, and advising on policy related to Exceptional Family Member (EFM) legal support to senior DAF officials, legal counsel, and other DoD partners.
Duties
Serves as education law subject matter expert and policy advisor. Serves as the subject matter expert and principal advisor to the DAF, to include The Judge Advocate General (TJAG) and other senior officials on the interpretation of education laws, regulations, and policies.
Provides leadership and directs the DAF's EFM Legal Assistance and Policy Branch. Provides leadership and directs the daily planning, managing, and execution of diverse functions within the Exceptional Family Member Legal Assistance and Policy Branch.
Provides education, training, and EFM legal outreach. Serves as the DAF's subject matter expert and instructor on the interpretation of laws, regulations, and administrative policies related to education law and pertinent to EFM clients.
Provides field support and legal assistance counsel in complex and/or high visibility cases. Provides AF-wide direction, guidance, and seasoned legal assistance counsel to base-level military and civilian attorneys on legal issues affecting EFM families.

- Must be a graduate of a law school accredited by the American Bar Association and be currently licensed as an attorney in active (or equivalent) status. Must be in good standing with the bar of a U.S. state, territory, or commonwealth

- Must be able to obtain and maintain a SECRET security clearance
- May be required to work overtime
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
Specialized Experience: In addition to the basic requirement: you must have professional legal experience in excess of three (3) years that commensurate with the position's duties and responsibilities.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of concepts, principles and practices and skill sufficient to provide authoritative advice and assistance on difficult and complex disability and disability education law matters; including knowledge and skill in the interpretation, analysis, and application of all laws and/or regulations having a nexus to the Section 504, ADA, the IDEA, Family Educational Rights and Privacy Act (FERPA), and general state education laws.
2. Knowledge of and skill in instructional methods, ability to apply instruction techniques coupled with sound judgment and originality, and communications methods and techniques to communicate effectively, orally and in writing, in a clear and concise manner on technical and legal issues and principles with people of various backgrounds.
3. Knowledge of and familiarity with electronic word processing, virtual presentation software, video conferencing software, legal document software programs, and electronic legal research.
4. Broad, current knowledge of DoD and Air Force organizations, functions, authorities, and lines of command across the entire spectrum of DoD and Air Force operations.
5. Ability to analyze and identify relevant issues, applicable law, evidence and draw sound conclusions to make appropriate recommendations.
6. Ability to research, arrange, analyze, evaluate and compile evidence to answer questions, resolve legal issues, draft documents and pleadings and prepare cases for adjudication. Ability to collaborate effectively with all individuals involved in helping EFMP families, work as part of a team, create and maintain collaborative and professional working environments, and effectively communicate with senior leadership.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
