You will serve as a Supervisory Intelligence Specialist with the Naval Criminal Investigative Service (NCIS).
All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.

Duties
You will serve as Division Chief responsible for managing the analytical activities and personnel assigned, including Strategic Protective Intelligence, DoD Identity Matching Engine Security and Analysis (IMESA), and eGuardian.
You will possess senior working-level knowledge of warning intelligence, protective intelligence, counterintelligence analysis, and counterterrorism.
You will ensure effective integration of intelligence support, collection, and analysis.
You will ensure that all intelligence support is properly documented and reviewed for quality assurance and related intelligence production is properly coordinated.
You will engage DoD counterparts, DON intelligence and force protection personnel, the Intelligence Community, law enforcement counterparts, NCIS Field Offices, and NCIS seniors.
You will focus on strategic protective intelligence and threats to DON equities as they relate to foreign intelligence, terrorism, cyber, criminal, and civil disturbance.
Requirements
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience supervising a team of intelligence specialists providing counterintelligence support to DON acquisition programs to identify threats to Navy supply chains, in coordination with the DoD Supply Chain Risk Management (SCRM) Threat Analysis Center (TAC). Experience producing, reviewing and editing finished intelligence production to assess the relevance and significance of intelligence developments impacting DON and NCIS operations and investigations. Experience overseeing routine personnel and administrative functions of the division and provide the primary input for employee performance, promotions and awards. Experience maintaining liaison with NCIS agents as well as counterpart analysts in other U.S. Intelligence Community organizations, law enforcement organizations, and military intelligence services. Experience maintaining liaison with the DON acquisition community, facilitating inbound requirements, prioritization, production, and submission. Experience with leading long-term analytical projects related to subject matter specialty. Experience maintaining intelligence coordination and quality control oversight associated with analytical, operational and investigative support requirements with internal and external customers and partners.
