This position is responsible for managing the fleet program for the four units of the Eastern Region southern tier zone: Hoosier National Forest, Mark Twain National Forest, Shawnee National Forest, and Midewin National Tallgrass Prairie. This position is responsible for analyzing the fleet program, fleet and equipment purchases, management of inventory, tracking the driver/operator qualifications, data entry, and other duties. The position supervises one transportation assistant.
Duties
Responsibilities are listed at the full performance level (GS-11). Performs supervisory duties 20% or less of the time.
Temporarily reassigns vehicles based on emergency needs and looks at other alternatives to address emergency needs such as rental vehicles when appropriate.
Participates with the Staff Officer in annual work planning, establishment of work programs and review and evaluations of operations involving support of the Forest’s Mission.
Provides advice and information to managers and supervisors on procedures and policies related to Fleet management in order to ensure there are enough vehicles and equipment for safe and efficient operations.
Prepares documents to obligate funds.
Completes analysis such as utilization of fleet and equipment, and analysis on problems with equipment and recommends solutions.
Monitors vehicles accidents and repairs and reports accidents to safety officer for mitigation measures, if needed, and reports unusual repairs that indicate improper use of equipment to the supervisor for further action.
Makes recommendations to forest managers on vehicles and equipment replacement needs based upon maintenance costs, age, use, condition and the needs of the project.
Determines requirements and develops justifications for vehicles needed in support of the Forests. Places vehicles at appropriate locations on the Forests based on need.
Requirements
- Must be a U.S. Citizen or National.

Basic Requirement:
GS-2150:
Education
Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
OR
Experience
Experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations.
In addition to meeting the above basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-09: You must have one year specialized experience equivalent to the GS-07 in the Federal service. Specialized experience is defined as meeting one or more of the following: Monitored and recommended vehicle and equipment readiness and repairs; Monitored vehicle accidents and repairs to motor vehicles and prepared appropriate reports; Analyzed utilization of fleet equipment and created reports or summaries of studies; and/or Provided technical guidance on transportation services, equipment operations, maintenance and repairs;
OR
Awarded a master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related;
OR
Have an appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).
The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position.
For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as meeting one or more of the following: Participated in the coordination, planning, and evaluation of a fleet and equipment management program; Advised managers and employees on routine operations of an equipment management program; Gathered data to track a fleet and equipment management program and prepared written communication on ways to improve the program; and/or Participated in the coordination and facilitation of a fleet and equipment management program that included managing budget and expenditures.
OR
A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related;
OR
A combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D. may be used to qualify applicants for this grade level.)

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
