You will serve as the Regional Environmental Coordinator in the Regional Environmental Coordination Product Line, Environmental Business Line, of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic.
Duties
You will serve as the lead for Navy/DoD Regional Environmental Coordination (REC) and will be responsible for coordination and resolution of environmental issues among major DoD installations within the AOR.
You will assign work, establish work plan priorities, and set deadlines as a first-level supervisor.
You will coordinate and build consensus on regulatory-driven activities such as permit applications or compliance agreements that may set a precedent on a regional or national level among DoD installations.
You will represent the DoD/Navy in articulating DoD/Navy policy to regulators and negotiating DoD/Navy compliance.
You will participate in preparing and presenting DoD comments to appropriate state regulatory agencies or legislative committees.
You will review proposed and final environmental laws, regulations or policy to determine the impact on DoD operations within the Mid-Atlantic region.
You will conduct meetings and outreach activities with DoD Components, Federal, State, and local authorities.

- You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes when making site visits, as determined by site conditions and applicable safety regulations.
- This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) reviewing environmental laws, regulations, and policy to determine impact on operations; 2) initiating and coordinating actions with either Federal and/or state agencies to meet environmental programmatic goals; 3) coordinating regulatory-driven activities that have the potential to set a precedent; 4) conducting formal and informal training for personnel concerned with environmental compliance; 5) providing administrative and technical supervision to include assigning work, establishing priorities, and setting deadlines; 6) conducting meetings and outreach activities; 7) participating in the formulation of long-range plans, policies, and goals; and 8) preparing and presenting overviews to Installation staff, public/private groups, and state/Federal officials.
