You will serve as a Program Analyst in the Acquisition Support & Analysis Division, Cost & Acquisition Analysis Department of NAVAIRWARCENWPNDIV POINT MUGU.
Duties
You will review the technical content of Statements of Work (SOWs) or Performance Work Statements (PWS), to ensure work requirements are accurately described, properly categorized, reasonably quoted and fall within the scope of the contract.
You will participate in debriefs and provides approves, or recommends approval to the appropriate point of contact regarding travel, material purchases, overtime requirements, training, etc.
You will monitor and report all aspects of the contract performance, including ensuring appropriate labor categories and labor rates are reasonable for the work being performed.
You will develop, or aide in the development of acquisition packages, as well as participates in all aspects of source selection and debriefs, on behalf of requirements owners.
You will serve as the professional liaison between various internal and external parties including requirements owner, technical points of contact (TPOCs), contractor executives, contracts and legal team.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Reviewing, interpreting, and translating technical requirements and direct work products into contractual documents; 2) Monitoring projects and outcomes, complying with guidance and regulations, and working effectively in a team environment; 3) Analyzing and forecasting issues and developing solutions through critical thinking and network of resources; 4) Identifying and documenting issues with processes, requirements, projects, and project performance, and making recommendations on the appropriate path forward and/or corrective action.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience
