Duties

Provides visiting public with accurate information concerning facilities, rules and regulations, BLM programs, emergency services, points of interest (historical, cultural, and natural), travel routes, and park activities Works with the public to provide information on off-highway vehicles and safety. Works well independently building new relationships for BLM with new partners or new neighbors. Prepares necessary permits, agreements, and other documents including appropriate provisions, limitations, and stipulations. Monitors areas for overuse, vandalism, and fire protection on a routine basis. Prepares incident reports and maintains administrative casefiles. Analyzes recreation needs or emerging uses, including making recommendations about the design and layout of recreation sites and resources. Investigates reports of trespassing and damage to government property. Makes recommendations for corrective action. Enforces regulations concerning use of BLM land and recreational facilities through educational and interpretive techniques or makes referral to law enforcement personnel as warranted. Assists with the development of interpretative programs by selecting and organizing material to suit the purpose of the program. Data collected includes the number of recreation visits, visitor days, types of activities, permits issued, recreation site specific details, and partnership agreement details Ensures facilities are adequately stocked with necessary supplies identifies hazards and implements mitigation efforts. Maintains recreational trails to standards of safety and ensures that signs and boundary markers are adequately posted.

Requirements

  • Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.

  • An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.
  • May require a one year probationary or two year trial period.
  • This position is included in a bargaining unit. The National Federation of Federal Employees (NFFE), Local 2052, is the exclusive representative of all employees in this bargaining unit.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. To qualify for the GS-07 grade level: You must possess one (1) full year of specialized experience at or equivalent to the GS-05 level that is equivalent in difficulty and complexity as indicated by the following examples: explaining regulations to park visitors; providing information and advice on park activities and resources; performing security patrols in a park or similar area; collecting fees; issuing reservations and permits; developing and conducting guided tour programs; maintaining recreation facilities or trails; monitoring special recreation permits; or assisting with supervision of seasonal recreation technicians. -OR- Education: Successful completion of one full academic year of graduate level education in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. -OR- Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. -OR- Superior Academic Achievement (See OPM's General Policies, Application of Qualification Standards Section 4.f.) S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled Physical Demands: The work ranges from sedentary office work to field work. Field work may occur in rugged terrain; to include very steep, wet, muddy, snow covered, rough, uneven, or rocky surfaces. The work of the position requires physical exertion such as, but not limited to, driving over unpaved roads; walking over rough terrain or inclines; paddling, rowing, or otherwise operating watercraft; standing for long periods of time, bending, crouching, and stooping, digging, hiking, lifting, biking, backpacking, stretching, reaching, or similar activities. Work requires safe operation of 4x4 vehicles on unimproved roads and the physical stamina and ability to maintain and/or repair trails, trailheads, fencing, and other facilities in the field. Work Environment: Work is performed in both an office and field environment. Field work may occur in all types of weather conditions, terrain, and elevations. Work may take place in an extremely remote environment and may require primitive camping and living skills for up to two weeks in duration. During the summer months, temperatures can be above 100 degrees Fahrenheit. In winter, work may be required in temperatures at or below freezing.
