Duties

Assists and acts on behalf of leadership in analyzing, developing, scheduling, and coordinating IT CP (Information Technology Contingency Planning), testing, DR (Disaster Recovery) projects ... (cont.) and resources, including monitoring and evaluating contractors' and/or service providers adherence to cost, schedule, performance criteria, and compliance requirements. Works with Infrastructure Operations (I/O) and various service providers (including but not limited to DISA, Azure, and AWS) as well with Sustainment managers/project managers... (cont.) across J6 to develop, test/exercise, maintain, update and improve the plans and related activities and documents required for a robust IT CP/DR capability. Ensures adequate audit and compliance artifacts are created and maintained as required. Provides programs feedback and guidance as to how to meet RMF and FISCAM CP controls and assists with audits, acting as the Enterprise Office of Primary Responsibility (eOPR) for CP controls. Develops/coordinates/maintains DR procedures in collaboration with J6 Enterprise Service Areas and consolidates these into the Disaster Recovery Manual (DRM) and /or Information System Contingency Plans (ISCP) as appropriate. Leads validation of continuity controls (NIST Special Publication 800-53 rev 4, Security and Privacy Controls for Federal Information Systems and Organizations, Federal Information System Controls Audit Manual (FISCAM)... (cont.) and the Risk Management Framework (RMF) Continuity Planning controls) for reaccreditation and for annual reviews. Conducts an annual review of multiple ISCP (Information Systems Contingency Plans) and DRM (Disaster Recovery Manual) using a cross-organizational and/or interagency teams. Schedules, plans and oversees annual exercises of multiple ISCP and DR procedures to ensure personnel are properly trained and procedures are effective. Participates in the IT Crisis Management Team (CMT) led by the DLA Chief Information Officer responsible for evaluating situational information and deciding whether to declare a COOP event and activate the ISCP plan.

Qualifications

To qualify for an IT Specialist (PLCYPLN) your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Develop, test/exercise, maintain, update and improve the plans and related activities and documents required for IT CP/DR capability. Provides programs feedback and guidance as to how to meet RMF and FISCAM CP controls and assists with audits. Develops/coordinates/maintains DR procedures and consolidates these into the Disaster Recovery Manual (DRM) and /or Information System Contingency Plans (ISCP) as appropriate. Develop/maintain IT CP program administrative infrastructure which includes both working groups and emergency response teams. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
