Duties

PRIMARY PURPOSE: Responsible for developing, leading and designing strategic education and career broadening opportunities for Air Force Futures team members and key positions. DUTIES: Plans, organizes, and oversees the activities of the DCS' Talent Management activities for all personnel. Plans, organizes, and oversees the activities of the DCS' Professional Development activities for all personnel. Establishes, develops, and maintains effective working relationships with Air Force Futures senior leaders, catalysts leaders and team leader coaches. Performs personnel management responsibilities.

Qualifications

CONDITIONS OF EMPLOYMENT (CONTINUED): This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Must be able to obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non- disclosure agreement must be signed. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Miscellaneous Administration and Program Series (0301) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include mastery expertise in broad problem or opportunity areas for resolution, broad objectives sought and broad priorities; expert knowledge in the assigned core business reform area - to include overall planning objectives, timing and sequence of key planning events, processes, procedures and source documents of key organizations in the assigned AF/DoD core business area; and knowledge of executive and congressional directives and guidance regarding Defense or Service future direction and major strategic issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to human resources, civilian and military professional and educational development, and personnel systems. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Department of the Air Force organizations to provide headquarters level staff guidance and/or critical advice on all talent management and professional development matters. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
