The primary purpose of this position is: To manage the base marina facility and program, in support of the Outdoor Recreation Program, and in accordance with established policies and procedures. Plan and administer the marina program consistent with the needs of authorized participants

Duties

Manages the Marina Recreation Program. Develops comprehensive short and long term budgets and fiscal requirements to meet program objectives and maintain internal control. Performs supervisory personnel management responsibilities. Represents Marina Programs with a variety of installation and functional area organizations.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Bachelor’s degree in Outdoor Recreation, Therapeutic Recreation, Recreation Management or related degree or two years related work experience is desired.
  • A pre-employment physical examination is required.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program.(cont)
  • (cont) Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.(cont)
  • (cont) Incumbent of this position is subject to the possibility of a random drug test.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge gained through relevant experience which enables the employee to competently and independently carry out continuing marina projects or programs through proper application of the principles, concepts, and techniques of recreation to the specific needs of community to be served and in the light of the natural environment involved. Knowledge of the activities and services involved in a typical marina program, and of the practices and procedures of sound natural resources management and utilization. This knowledge enables the employee to develop and conduct a program that not only supports and meets the basic program requirements, but that provides a range of enhanced program activities which properly utilize and are in harmony with the environment. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related. Major study -general recreation, or one of the appropriate fields of recreation such as outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education. NOTE: You must submit copies of your transcript OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles, concepts, and techniques of recreation gained through relevant experience and/or education which enable the employee to competently and independently carry out continuing outdoor recreation projects or programs to meet the needs of the community to be served. 2. Knowledge of the activities and services involved in a typical marina program, and of the practices and procedures of sound natural resources management and utilization; knowledge to develop and conduct a recreational program that not only supports and meets the basic program requirements, but that provides a range of enhanced program activities which properly utilize and are in harmony with the environment. 3. Knowledge of procedures for developing and executing both APF and NAF budgets for a marina program. 4. Skill in the application and utilization of such knowledge in planning and carrying out an enhanced program in the recreation specialty area which meets, as fully as possible, the needs of the participating community. 5. Skill in effectively organizing and utilizing all available community resources within the program framework. 6. Ability to develop solutions to problems and make sound recommendations to higher level officials. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
