The primary purpose of this position is to provide engineering technical support to perform the more difficult and complex facility, equipment, and system programming tasks pertaining to service contracts required to support Joint Base Andrews and outlying sites. Duties

Plans and administers service contracts relating to base maintenance, repair, and recurring service requirements. Technical representative for contracting officer. Interprets and clarifies plans, specifications, and other proposal documents. Provides information and advice to construction agents concerning contractor services, products, and requirements on a regular basis. Develops and implements a contract quality assurance inspection schedule for all contract services acquired. Summarizes results of evaluations of contract performance and calculates recommended changes in payment as required; prepares funding estimates and all supporting data in connection with justification of budget requirements to support all acquired contract services and modifications to contracts.

  • The work may require the employee to drive a motor vehicle. Must possess an appropriate and valid driver’s license.
  • Five years of field experience in project management is desired.
  • Extensive building experience, construction estimating, and through understanding of materials and assemblies is required. Some college training and basic math is highly desired.
  • May be required at the convenience of the government to perform temporary duty travel by either government or commercial air transportation, and to utilize government furnished quarters and mess at temporary duty when available.
  • Professional contacts through memberships in professional organizations and personal contacts with pertinent authorities are desirable.
  • Must possess complete motor skills and manual dexterity to perform inspections in crawl space, tunnels, culvert, roofs.
  • This position must be able to obtain and maintain a Secret Security clearance.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, (Cont'd)
  • national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • This position requires a pre-employment physical/medical examination.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Engineering Technical Series 0802. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes knowledge of technical and general engineering concepts, principles, work techniques, and practices and familiarity with engineering disciplines (Mechanical, Electrical, Structural, Utilities, and Pavement/Grounds). Thorough knowledge of a wide range of principles, concepts, and methodology related to contract quality assurance functional programs, and considerable sills in applying this knowledge to the planning of a variety of difficult and complex work assignments for contract accomplishment. Knowledge of a variety of engineering technician processes, concepts, regulations, policies, precedents, and techniques to resolve complex interrelated problems including work measurement, methods improvement, times standards, layout designs, and cost analysis. Knowledge of a wide range of analytical and diagnostic methods, procedures, and principles to identify and evaluate system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved. Knowledge of and skill in applying various methods and techniques for investigating, analyzing, affecting corrective action on complex contractor performance problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Technical knowledge of general engineering concepts, principles, and practices and familiarity with engineering disciplines (Mechanical, Electrical, Structural, Utilities, and Pavement/Grounds). 2. Knowledge of the civil engineering organizational structure and the interrelationships and interdependence of the flights and their responsibilities 3. Knowledge of a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved. 4. Knowledge of a variety of engineering technician processes and techniques to include work measurement, methods improvement, time standards, layout designs, and cost analysis. 5. Knowledge of standard contracting regulations, practices, and procedures, as well as familiarity with the process of contracted services acquisition 6. Knowledge of current automation technology and practices essential for the accomplishment of projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
