You will serve as a TRAINING SPECIALIST in the Pipe Shop (Code 960), Production Resources Department Manager (Code 901), Production Resources Department (Code 900), of NORFOLK NAVAL SHIPYARD.

Duties

You will participate in developing, initiating, scheduling, an implementing programs for the development of personnel through Continuing Training and Development Program. You will provide a draft Quarterly CTD Program Assessment for the CTDL/ND/Director (template will be forwarded to each Code/Shop CTDL to ensure continuity of assessment content and format. You will coordinate the keeping of shop/code training plans current, and check them for accuracy.

• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Work is primarily accomplished at the Norfolk Naval Shipyard in Portsmouth; however, the incumbent may be assigned duty stations in the cities of Norfolk VA, Virginia Beach VA, and Chesapeake, VA.
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• You will be required to obtain and maintain a U.S. Passport.

Qualifications

GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience participating in developing, initiating, scheduling, and implementing programs for the development of personnel through Continuing Training and Development Program. Experience coordinating the procurement, storage and use of instructional materials and textbooks, audio-visual aids, training devices, and laboratory equipment. Experience preparing budgets based on plans for maintenance, repair work, existing equipment or increase in services. Experience communicating all aspects of the Norfolk Naval Shipyard (NNSY) Continuing Training and Development Program. Experience applying computer skills to maintain a comprehensive electronic PDF or Word file of Mechanic Training Folders CTD Related to include training taken, attribute sheets, date started, and date completed. Experience conducting audits of shop trade theory/core tasks records and qualifications records for conformance with established guidelines. GS-09 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience organizing, scheduling, coordinating, and evaluating a continuing training and development program. Experience determining the procurement storage and use of instructional materials and textbooks, audio-visuals aids, training devices and laboratory equipment. Experience applying computer skills to maintain a comprehensive electronic PDF or Word file of Mechanic Training Folders CTD Related to include training taken, attribute sheets, date started, and date completed. Ph.D. or equivalent doctoral degree

3 full years of progressively higher level graduate education leading to such a degree

master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
