This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Incumbent will perform maintenance on a variety of target equipment for USAG Fort Bliss, DPTMS at Dona Ana Range Camp, NM.
Duties
Performs maintenance on a variety of target equipment.
Ensures continual operation of systems to facilitate uninterrupted unit training.
Maintains target pits, bunkers, and berms by clearing weeds, picking up debris, etc.
Turns-in and picks-up equipment at higher echelon repair facility. Prepares work orders and enters into log. Documents equipment usage.
Performs all operator maintenance on assigned vehicles and prepares required records.
Operates a Range Control Station (computer unit), monitor, keyboard, printer and hard drive PC.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- Heavy lifting up to 70 lbs unassisted and up to 100 lbs assisted.
- Work involves recurring physical exertion, including prolonged standing, walking, climbing, bending during site inspection and firings and moderate lifting and carrying.
- Requires frequent exposure to inclement weather conditions.
- Duties involve working with or in close proximity to explosives or incendiary material in an environment where munitions training is being conducted, or in close proximity of unexploded ordinance.
- Must be able to obtain and maintain a valid State Driver's license to operate both a four-wheeled drive vehicle with standard transmission and an off-road all-terrain vehicle. Work requires driving hazardous roads and terrain.
- Required to work irregular duty hours to include rotations between major training areas, shift work, rotating shifts and weekend/ holiday work and overtime may be required.
- Incumbent must be able to obtain and maintain access to the Fort Bliss LAN.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Range Operator Maintainer (MVO) ~ without more than normal supervision.
The ability to construct, repair or installation of targets, signs, markers and/or barriers. Repairing and maintaining electrical and/or mechanical components of moving, lifting and/or stationary devices. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort
Assignments routinely require lifting of equipment weighing over 70 pounds, with the assistance of another employee.
Requires frequent standing, walking, bending, crouching, reaching, stooping and climbing.
Working Conditions
Performs maintenance and repair work on firing ranges in all types of weather.
The work requires knowledge and application of and strict adherence to work procedures and safety precautions to avoid potential hazards of high-pressure lines and high voltage lines in the Armor Moving Target Carrier (AMTC).
Work subjects the employee to the possibility of cuts, bruises, electric shock, broken bones, skin irritation, burns and insect, reptile and rodent bites.
Wears protective clothing and uses safety equipment (e.g., safety shoes, hard hat, eye/face/ear protection, etc.).
Work may also expose the employee to the hazards of unexploded live rounds (duds), explosive simulator devices (flash, steel on steel, and smoke pyrotechnics).
