This position is part of the Defense Threat Reduction Agency.
Duties
Serves as a functional expert in the areas of Civilian Payroll Management with responsibility for all phases of the Agency's civilian manpower budget in relation to Planning, Programming, Budgeting and Execution (PPBE), to include oversight of the civilian payroll process.
Plays a key role in the overall execution of the Agency's budget particularly as it relates to civilian manpower and payroll management.
Interfaces with the DTRA Directors, senior leadership, Special Staff Offices, and senior financial managers on civilian manpower management and resource related issues.
Exercises oversight and administrative control of the DTRA civilian pay budget and Full-Time Equivalents (FTEs) within Agency systems.
Prepares technical civilian manpower reports, executive correspondence, analytical studies and briefings involving civilian manpower requirements, and coordinates and provides civilian manpower information to the Agency leadership.
Prepares briefings to be presented to the Agency Director and senior staff on the Future Years Defense Program (FYDP), including program content, problems, and recommended solutions.
Analyzes assigned areas of the Agency FYDP requirements to ensure they are adequately presented and conform to approve OSD funding levels.
Prepares trend/real growth profiles and identifies problems with proposed resolution in assigned areas.
Participates in the preparation, defense, presentation, and appeals to OSD on program/budget submissions and decisions.
Gathers information on and conducts comprehensive analysis of existing and emerging Agency missions and programs to determine budget and financial management impacts and to define required Comptroller and Agency action.
Participates in developing and maintaining the program/budget structure used in the budget management information systems which form the framework for the DTRA FYDP as well as the budget and accounting structures.
Monitors, reviews, and analyzes budgetary and civilian manpower execution to maximize the use of all available resources.

- This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program.
- Travel in the performance of temporary assignments is required up to 10% of duty time.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Expert knowledge of the DoD PPBE process, specifically procedures and processes to develop, defend and execute civilian manpower management requirements;
High degree of skill in the application of methods and techniques for analyzing complex civilian manpower issues, strategic workforce plans, and funding on the accomplishment of Agency missions, and;
Expert knowledge of the legislation, regulations, and methods used in the PPBE process.
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Expert knowledge of the DoD PPBE process, specifically procedures and processes to develop, defend and execute civilian manpower management requirements;
Expert knowledge in the application of methods and techniques for analyzing complex civilian manpower issues, strategic workforce plans, and funding on the accomplishment of Agency missions;
Expert knowledge of, and skill in interpreting and explaining budgetary and civilian manpower laws, regulations, policy guidance, instructions, and directives from the Congress, General Accounting Office, Office of Management and Budget, and DoD, and;
Ability to communicate both orally and in writing in order to prepare and provide briefings effectively to Senior Leaders within the Department of Defense to include the Office of the Under Secretary of Defense (Comptroller) and Office of the Under Secretary of Acquisition and Sustainment, and OSD Staff elements.

Substitution of education may not be used in lieu of specialized experience for this grade level.
