This position serves as a certified Realty Specialist in accordance with the Federal Acquisition Certification in Contracting (FAC-C), Veteran Affairs' (VA) and General Services Administration's (GSA) Contracting Officer Warrant Program (COWP), overseeing and managing several initiatives for the acquisition and administration of leasehold interests in real property such as Community Based Outpatient Clinics (CBOC), Vet Centers, Clinic, and Office Space.

Duties

Major duties and responsibilities include: Negotiate with vendors to acquire products or services or to address technical requirements, cost/pricing, or other terms and conditions Establish and monitor acquisition milestones to ensure progress toward award. Review vendor submissions to determine acceptability and compliance with solicitation requirements. Recommend the appropriate contract type or contract method for the product or service being procured. Prepare to procure products or services to meet customer needs. Develop acquisition plans for applicable requirements. Review statements of work to ensure they adequately describe requirements Interpret and apply laws, regulations, policies, standards, or procedures to address acquisition issues. Determine competitive range of proposals in relation to solicitation evaluation factors. Determine vendor responsibility and suitability for award (e.g., review contractor financial resources, business acumen, past performance, and business ethics) Prepare award documents, including clearances, compliance checks, and notifications Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m. Compressed/Flexible: Available Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Remote: This is a remote position. (Remote refers to work performed on full-time basis anywhere other than a VA facility or using VA-leased space.)** Virtual: This is not a virtual position. (Virtual refers to work performed on full-time basis using VA-leased space or at a VA facility other than the facility that hired the employee.) **For this position, telework (up to 80% per pay period) or remote work (100% off site) may be authorized upon supervisor approval if within the commuting distance of the advertised duty station(s) or within the geographical footprint of the NCO (15). Relocation/Recruitment Incentives: Not authorized Permanent Change of Station (PCS): Not authorized Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments. However, it may require some traveling and visits to Government and/or contractor's facilities and other contract-related performance sites.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/06/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience GS-12: Applicants must also meet the specialized experience for the GS-12 grade. You may qualify based on your experience described below for the GS-12 Realty Specialist position: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of a wide range of real estate laws, principles, practices, and markets sufficient to acquire property and space, manage and/or dispose of federally controlled property, develop long and short-range plans and oversee substantial geographic areas. Experience with real estate market and price analysis sufficient to compile property data and transition data into a comprehensive Benefits Cost Analyses for a variety of options to include lease and design build projects. In depth knowledge of real estate market sufficient to perform market surveys, complete market analysis reports, conduct site inspections and monitor lease transactions and documents for procurement and financial accuracy. Experience applying quantitative and qualitative methodologies sufficient to develop various cost implications to support various options (lease, purchase, build) and outline associated implications/ project revenue options to develop options for execute decisions. Experience with commercial structural aspects of construction, space planning and floor plans sufficient to determine feasibility of proposed structures for customer needs, and to analyze and delineate customer data to define VA functional needs. Knowledge of Federal statutes, Executive Orders, agency regulations, directives, policies, and procedures sufficient to apply regulations and ensure compliance with overall acquisitions components pertaining to processes for land acquisition and disposal, attaining legal documentation and signatures for agreements, rights of way, and lease agreements for lease, design build projects. Skill and ability to communicate orally and in writing sufficiently to write and develop decision papers and executive decision briefs as well as hold public hearings and respond to public, congressional, state, and internal inquiries on the status of projects and possible implications. Education: There is no education substitute for the GS-12 grade. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
