This position serves as a Supervisory Inventory Management Specialist for non-expendable (NX) assets/material in a VA Health Care System (VA HCS) and supported catchment area. Supervises multiple supply or material classes/series. Recognized as Material Management Section's expert and serves as advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property.

Duties

General Plans, directs and manages the activities of the Material Management Section, to include property management, equipment management, full warehouse receiving, and distribution- Transportation, mail center operations. and other operations sections may also fall under his/her purview. Synchronizes the section's requirements with other services/sections in the development of a sound course of action and rendering the correct interpretations and decisions involving al! phases of the operations/requirements All duties and requirements of this position demand a great deal of concentrated effort and expert judgement„ The management of this section requires the incumbent to perform daily, difficult and complex functions. Ensures compliance in section's specific areas of external quality assurance and business reviews Lifecycle Management Oversees the lifecycle management of non-expendable assets in the VA HCS and supported catchment area. Develops multi-year equipment/NX plans for the entire VA HCS and supported catchment area, utilizing advanced automated non-expendable planning tools. Participates in facility and VISN strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment. Utilizes performance improvement methodologies such as lean and six/sigma to improve the overall management of NX assets in the VA HCS and supported catchment area. Conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities to local, VISN and national standardization initiatives. Supply Management - Inventory Management & Control Oversees the management and control of non-expendable equipment for a VA Healthcare System (VA HCS) and supported catchment area. Oversees the inventory management of all NX assets throughout the VA HCS. The Material Management Section provides full Logistics and supply chain support of preplanning, preparation and equipment purchases; related supply management: and delivery services for the VA HCS and surrounding catchment area. Implements and monitors automated NX inventory management systems, including equipment accountability and data integrity. Analyzes, studies, develops, and directs systems in connection with the NX requirements in the medical center's annual budget development. Equipment accountability responsibilities may require site reviews throughout the VA HCS catchment area. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Interfaces with peers, stakeholders and customers throughout the VA HCS and supported catchment area including budget/fiscal, engineering, biomedical engineering, facilities, and clinical/administrative service staff to coordinate the management and control of the entire VA HCS and supported catchment area NX asset inventory and resolve any issues or discrepancies. Supervision Supervises employees from separate but interrelated units comprised of the Property Management, Warehouse, and/or Mail Center and/or Transportation sections. Makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; and conducts semi-annual and annual performance reviews. Assists subordinate staff with performance issues as necessary; schedules and grants leave; and monitors overtime usage. Resolves informal complaints and grievances, discusses corrective actions with employees, and recommends appropriate disciplinary and/or adverse action. Assists the CSCO and Assistant CSCO in hiring and successfully transitioning new hires into the position by communicating performance elements and standards with applicable timeframes, providing ongoing feedback, coaching, and making appropriate use of the probationary period to assess the employee's ability to perform. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Selective Placement Factor: Must have prior experience with employee engagement to include conducting and oversight of employee survey process, such as the All Employee Survey (AES), planning and Facilitating employee activities, serving on committees and negotiating effectively with management to accept and implement recommendations that improve employee engagement, retention, and morale. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-9, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advanced experience and knowledge in the following: evaluating and implementing best practices by working with staff to ensure that effective systems are supported with necessary resources to support employee engagement activities; data analysis using qualitative and quantitative methods to measure and evaluate the effectiveness employee engagement efforts; plan organizational events, projects and meetings; excellent verbal and written communication skills to work with facility staff to promote employee engagement; communicate to executive leadership and senior management recommendations that may involve substantial facility resources; training, facilitating, and managing inter-disciplinary teams to plan, organize, and direct team studies.
