The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.
Duties
Lead and manage complex computer engineering projects or programs that may have ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; manage the design, construction, testing, and implementation of technical and functional specifications; provide technical oversight and initiate, plan, implement, and coordinate activities throughout the life of the project.
Analyze, define, and document requirements for data, workflows, logical processes, hardware and operating system environments, network connectivity, systems interfaces, internal and external checks and controls, and outputs.
Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers.
Assumes responsibility of business continuity and disaster recovery for all ODNI Enterprise IT, as well as, the recommendation and implementation of new investments within the technology infrastructure.
Creates and implements IT operations policies and procedures that enable strong operational security and risk-management capabilities.
Assumes responsibility of oversight of the entire network and system infrastructure ensuring proper configuration, implementation, maintenance, and monitoring of security firewalls, sites/software, servers, data and file encryption, and internet connections.
Overseeing and directing the Network Operations and Security Operations Teams in monitoring and maintaining operation and security risk posture of ODNI Enterprise information systems and networks.
Representing ODNI CIO when coordinating with the IC Security Coordination Center (IC SCC) incident response actions.
Oversee and help shape ODNI policies and procedures so that ODNI CIO's enterprise products/databases can flow into and interoperate across other systems.
Provides mentorship to key Information Technology personnel, promoting their professional growth, and readying them for the occupation of his position in the future.
Qualifications
Mandatory Requirements:
Superior ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs.
Superior successful experience leading a DevSecOps, Network Ops, IT operations and/or Security Ops teams in the management of information technology and information systems.
Superior experience building and maintaining secure CI/CD environments, implementing automated security testing, and integrating DevSecOps practices into deployment pipelines while ensuring compliance with security standards and regulatory requirements.
Superior track record of successfully coaching technical teams in adaptive planning methods, implementing structured sprint cycles, and establishing metrics-driven process improvements that enhance delivery efficiency.
Expert ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives.
Superior leadership skills, having an ability to influence a cross-functional group towards a unified direction and having an ability to influence senior business leadership.
Qualified applicants must have a minimum of 15 years in working experience in a senior IT position within a fast-paced and constantly evolving environment.
Superior understanding of telecommunications and have vast experience in disaster recovery planning and implementation as well as data storage solutions.
Knowledge of network and security operations analytic tools (e.g., network performance, link analysis, data integration, Security Information and Event Management (SIEM), Security Orchestration, Analysis, and Respose (SOAR)).
Desired Requirements:
Bachelor's degree in Computer Science, Information Technology, or any other related field. Strong preference for candidates who possess industry-recognized certifications in Agile methodologies, IT Service Management, and/or DevOps/DevSecOps practices. Certifications such as Scrum Master, ITIL Foundation, or similar qualifications demonstrating expertise in process improvement, service delivery, and secure software development lifecycles are highly valued. An equivalent of the same in practical experience is also acceptable for the position.
In lieu of a degree, the qualified candidate for this position must have a minimum of 10 years in working experience in a senior IT position within a fast-paced and constantly evolving environment.
