This position is located in the Department of Veteran Affairs (VA), Office of Operations, Security, and Preparedness (OSP), Office of Emergency Management and Resilience (OEMR) and Integrated Operations Center (VAIOC). The incumbent is responsible for properly selecting, obtaining, protecting, and assigning radio frequencies to satisfy the telecommunications requirements of the VA as well as for providing technical support nationwide.
Duties
Major Duties:
Serve as the Primary Communications Security (COMSEC) manager executing and supporting the VA's COMSEC Program providing management, and guidance of COMSEC policy.
Provide oversight of COMSEC telecommunications services, asset management and training to government and contracted personnel.
Manage the VA's enterprise-wide implementation of new or changes to existing COMSEC capabilities.
As the subject matter expert (SME) on Communications Security COMSEC management, provides advice, expertise, and counsel to senior VA officials.
Participate as a VA technical expert in meetings, conferences, and other events that concern specific issues on the usage of Communications Security (COMSEC) as it relates to telecommunications projects and programs.
Review and coordinate a variety of projects that include telecommunications equipment/systems that use COMSEC.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR,
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.

Physical Requirements: The work is primarily sedentary and involves few physical demands. The incumbent may be asked to dispose of classified material in groups weighing less than 20 pounds. The work is performed in a typical office setting.
