The Lead MSA works in the VA Community Care department and is responsible for the coordination of Advanced MSA workflow found in an interdisciplinary unit. The Lead MSA is primarily responsible for administratively supporting the Supervisory MSA, providing training for departmental staff, providing support across interdisciplinary settings, , conducting departmental audits, and supporting processes for timely coordination of VA-authorized community-based care.

Provides administrative coordination of patient care, appointments, and logistical factors associated with patient care, inpatient and outpatient, related to the coordination of care between the VA Medical Center and outside facilities, both VA and non-VA. Uses a broad working knowledge of all medical center programs and services and of the varying priorities and complexities of outside care for specialty services. The complexity of duties may encompass numerous clerical responsibilities, including but not limited to typing, filing, data entry, scheduling appointments and tests, ensuring transfer of medical records from and to the Medical Center and other facilities, ordering office supplies and necessary forms, scheduling patients' appointments and/or consults, tracking patients' appointment status in the community, data tracking, making regular follow-up calls, completing electronic forms. Research and maintain an updated database of community health care services to assist Veterans with locating care in the community. Assist with processing emergent and non-emergent consults for health care and services in the community. Assists the VA Community Care Supervisory MSA with developing contingency plans for data/input/transmission. Provide on-the-job training to new employees and assist Advanced MSAs with difficult and more complex situations, providing accurate instructions and workable solutions. Maintain VA Office of Community Care-approved electronic systems to track consult/care coordination management for Community Care services. Work Schedule: Monday - Friday. 8:00AM-4:30PM. Recruitment Incentive (Sign-on Bonus): Not Authorized. Permanent Change of Station (Relocation Assistance): Not Authorized. Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade). Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year) Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience. Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA Insurance: Federal health/vision/dental/term life/long-term care (many federal insurance programs can be carried into retirement) Telework: At Supervisor's discretion. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience: Six months experience of clerical, office, customer service, or other administrative] work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position OR Education. One year above high school (TRANSCRIPT REQUIRED) OR Experience/Education Combination: Equivalent combination of experience and education (TRANSCRIPT REQUIRED) are qualifying for entry level for which both education and experience are acceptable. English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: GS 07 In addition to the basic requirements for employment listed above, candidates must demonstrate the following Knowledge, Skills and Abilities (KSAs)a. Experience. One year of experience/knowledge, skills and abilities (KSA) equivalent to the GS-6 grade level. GS 6 KSAs: Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources. Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting. Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines. Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff. Ability to provide staff development and training. Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics. Preferred Experience: 2 years experience within VA Community Care. Physical Requirements: The Lead MSA position is primarily sedentary and requires prolonged sitting and typing. The position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued sitting and lifting of at least 35 pounds on an occasional basis. Staff may rarely be exposed to Veterans who are combative, secondary to delirium, dementia, or psychiatric disorders while in patient care areas.
