About the Position: Responsible for providing administrative and clerical support in the areas of budgeting, purchasing, property control, personnel actions, data processing, reporting, Corps of Engineers Financial Management System (CEFMS) and other project office operations.
Duties
Coordinates all personnel action requests with Operations Project Manager (OPM) and/or Deputy Operations Project Manager (DOPM), site managers, and Civilian Personnel Office.
Compiles training needs, develops and submits training plan for approval.
Provides administrative oversight and liaison with multiple site supervisors and administrative and technical support staff at geographically dispersed project office locations.
Coordinates budget development and execution and administers internal controls for compliance with policies and regulations.
Prepares organizational charts, fact sheets, and other information for in-house and official briefings.
Keeps individual project administrative personnel informed of current changes in regulations, forms, and administrative requirements.
Requirements

In order to qualify, you must meet the Education/Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: preparing and reviewing personnel, financial, travel, and other administrative items; implementing and maintaining various administrative programs to include record keeping, personnel, files and reports, and timekeeping; reviewing regulations guidance to ensure agency compliance and make changes to ensure compliance; initiating and monitoring personnel actions; reviewing all correspondence for grammar, construction, format, attachments; assisting in the preparation, creation and tracking of operating budgets for projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: Masters or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Liberal Arts, Business Administration, or related fields. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
