The primary purpose of this Supervisory Transportation Security Specialist serving as the Security Operations (SO), Operations Management (OM), Director in the Standards and Directives Division is responsible for acting as a representative and management official when planning and coordinating broad and highly complex security related programs and projects that cross organizational lines and which directly impact the strategic Transportation Security Administration (TSA) goals and operations.
Duties
This Supervisory Transportation Security Specialist position is located in Security Operations (SO), Operations Management (OM), Standards and Directives Division, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Provides leadership and oversight to review processes on an assigned TSA program(s) to ensure the integrity of operational and administrative activities.
Conducts research into highly complex projects and policy areas and exercises primary responsibility for developing goals, analytical framework, and appropriate methodologies used for testing.
Manages presentations for TSA leadership, provides high level recommendations for major policy changes/analyses which impact operations, and serves as the authority source of information to the others on proposals that impact a broad spectrum of program(s) assigned.
Performs a full range of supervisory/managerial duties in overseeing the activities and employees of the division. Supervisory duties include planning, communicating the organization's vision and objectives, setting priorities, managing budget, and assigned resources, assigning tasks and responsibilities, coaching, developing staff and organizational capabilities, approving leave, and taking or approving corrective/disciplinary actions as appropriate.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
Qualifications
To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:
Applying knowledge of management and administrative concepts, principles, methods, and techniques sufficient to oversee one or more sections in providing;
Developing independent assessments, inspections, and testing results to promote the efficiency and effectiveness of an assigned agency program(s);
Applying knowledge of program evaluation concepts, techniques, processes, and procedures sufficient to plan, coordinate, and direct exceptionally complicated reviews/evaluations associated with the assigned program(s); and
Applying knowledge of leadership concepts and principles sufficient to provide leadership and oversight to review processes on an assigned TSA program(s) to ensure the integrity of operational and administrative activities.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
