Duties

Duties of a Supervisory Computer Engineer include, but are not limited to: Leads the planning and execution of efforts to recommend the integration and optimization of the Board of Veterans' Appeals automated systems. Develops short and long-range plans covering projects, initiating special programs to cover contingencies or emergencies as they arise. Identifies implementation and operating problems, which may have impact on objectives or time-phased schedules, and develops the reasons or causes and assures appropriate action is taken. Consolidates and reviews reports, documents, and letters relating to the operations and obtains clarification of questionable information or trends and makes recommendations or takes appropriate action to resolve deficiencies. Directs technical execution of work by reviewing accomplishment in terms of plans, procedures, and schedules to determine adequacy to meet programmed objectives. Prepares and defines technical details for budget and work program estimates. Reviews budget and work program estimates submitted by contractors for sufficiency, completeness, soundness, and adequacy. Work Schedule: Monday - Friday, 8:00 a.m. to 4:30 p.m. Telework: Available. Financial Disclosure Report: Not required Physical Requirements: The work is primarily sedentary. The employee may carry light items such as books, instruments, and other similar materials. Some travel to various VA facilities, training sites, or conferences may be required. The work does not require any special physical effort.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 level position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated mastery knowledge and technical understanding of the fundamental principles of professional engineering and scientific disciplines research, design, development integrated computer hardware/software information systems; Expert knowledge of systems design principles and development methodologies; Expert knowledge of information systems practices in areas such as applications development, systems integration, telecommunications, database management, security, and software engineering. You will be rated on the following Competencies for this position: Leadership Problem Solving Project Management Technical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
