The Administrative Officer serves in the Extended Care and Rehabilitation (ECR) service line at the Nebraska-Western Iowa Health Care System (NWIHCS). The primary purpose is to function as the principal staff resource to the Chief of ECR, performing work and providing guidance in Resource Management, Administrative Management, and Performance Improvement.
Duties
Major duties include but are not limited to:
Provide administrative oversight of the Personnel Management program for the service line.
Monitor the utilization of authorized positions and identifying personnel needs in response to changes in program goals and objectives, budgetary constraints, and/or regulatory mandates.
Develop proposals for new employees when existing staff are insufficient.
Serve as a liaison to each of the three distinct unions representing employees at the facility.
Develop the annual budget proposal for the service line, forecasting needs for all program operations.
Create business plans for the expansion of existing programs and the implementation of new programs.
Examine the clinical, operational, financial, and strategic implications of all significant changes to the Agency, Facility and/or Service Line program goals and objectives.
Integrate data, analyses, conclusions, and recommendations into a concise and persuasive deliverable.
Research and draft required documentation for the purchase of all equipment utilized by the service line programs.
Continuously assess the performance of service line programs in relation to national and local access targets.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/03/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Preferred Experience: COR status is desired. Expect Administrative Officer to obtain COR certification within 12-18 months of hire, if not already certified.
You may qualify for GS-09 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, in the normal line of progression for the Administrative Officer GS-07, that has equipped me with the knowledge, skills, and abilities to successfully perform the duties of this position. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative techniques to identify and resolve issues or problems in a factual nature; Conduct interviews with supervisors and employees to obtain a variety information; Plans, coordinates, and carry out the successive steps in fact-finding and analysis; Identify and resolve problems in workflow. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
You may qualify for GS-11 based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, in the normal line of progression for the Administrative Officer GS-09, that has equipped me with the knowledge, skills, and abilities to successfully perform the duties of this position. Examples of specialized experience would typically include, but are not limited to: Identifying short and long-term personnel needs for a service line/department; Coordinating with various departments to ensure information is exchanged effectively; Assisting with development of an annual budget; Developing business plans for the expansion of existing programs or implementation of new programs; Utilizing various information systems to collect/analyze data; and Ensuring program compliance with applicable regulations, policies, or procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a PHD (or equivalent) degree or 3 full years of progressively higher level graduate education leading to such a degree. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters (or equivalent) degree to meet total experience requirements. Physical Requirements: Work is typically sedentary in nature, but does require periods of standing, walking, bending, crouching, and stooping, and may require light to moderate lifting and carrying. Work Environment: Work is performed primarily in an adequately lighted and climate-controlled office or conference room setting. Regular travel-involving the normal risks and discomforts associated with automobile travel-among the various divisions of NWIHCS will be required.
