Duty Location: Sacramento, California and Willows, California
The final determination of the duty station for this position will be made by the selecting official at the time of the job offer.
Duties
Serves as a Program Analyst for the Regional Construction Office.
Conducts a wide variety of in-depth analytical studies and special assignments to review and evaluate financial impacts.
Develops, assembles and analyzes information required for the programming of project material for various reports and documents required by higher echelon authorities.
Evaluates technical and functional objectives, program goals, fund availability, and status information for projects.
Consults with program and project managers in the development and preparation of multi-year and long range work plans, schedules, goals, and objectives.
Analyzes data and identifies problems and resource shortages and imbalances and analyzes effectiveness of project management using standard and unique reports and data.
Uses reporting systems and other formal reports to prepare a wide variety of reports.
Qualifications

To qualify at the GS-12, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience in project management, tracking, monitoring, and reporting on project workload, schedules, funding, expenditures, service agreements, etc.; Evaluating frequent changes and recommending adjustments to funding, manpower schedules, etc. Experience using quantitative and qualitative analytical techniques to evaluate the effectiveness of administrative procedures, recommending changes to meet short and long-term organization plans, objectives, and project workload of and organization to evaluate the effectiveness of administrative procedures, recommending changes to meet short and long-term organizational plans, objectives, and project workload of an organization, and recommend areas for improvement.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
