The Social Worker, Program Coordinator, has broad program management responsibilities for the Acute Psychiatric Unit (APU) located in Roseburg, Oregon. Decisions made by the Program Coordinator affect staff and other resources associated with the APU and are made while exercising wide latitude and independent judgment.
Function and Scope of Assigned Duties {40% of time)
The APU Program Coordinator is responsible for strategic planning to ensure the provision of highquality services to meet the needs of Veterans being served and planning and developing and implementing short and long-term goals and objectives consistent with the program's strategic plan.
1. They have oversight and administrative and programmatic resources and deploy those resources in support of the program needs.
2. They develop and implement programs and monitor outcomes using data- driven quality assurance processes and implement strategies for improvement based on data analysis.
3. Has line and staff authority for resource allocations within the Acute Psychiatric
Treatment Program.
4. Ensures efficient operation of the organizational unit.
5. Responsibilities include supervision of the Acute Psychiatric Treatment program staff, professional management, serve as liaison between the APU and individuals seeking treatment, serve as subject matter expert for APU, consulting with leadership on issues impacting and impacted by APU staff and the provision of APU services.
6. Decisions are made exercising wide latitude and independent judgment.
7. Oversee the establishment of program monitors and outcome measurements
within programs using data-driven quality assurance processes.
8. Is responsible for timely completion of all program evaluations and documents required by the Medical Center or healthcare system, VISN, and VACO, ensuring compliance with appropriate accrediting bodies (such as JCAHO) and monitoring entities (such as NEPEC), as appropriate.
9. Provides leadership guidance and consultation to staff within the APU, as well as other units
to which assigned.
10. Serves on Medical Center or Healthcare System, VISN, and/or National VA committees
or task forces.
11. Actively participates in leadership roles on local, state, and national professional organizations.
12. Represents the Medical Center or Healthcare System at professional/program
community group/events and committees.
13. Serves as a consultant to other medical center staff and trainees and assists in their formulation of the psychological characteristics and appropriate treatment expectations regarding their patients.

14. Provides leadership guidance and consultation with PTSD and SUD as well as other units to which assigned.
Clinical Responsibilities (60% of time)???????
1. Provides a full range of psycho-diagnostic services including assessment and using the most appropriate psychotherapeutic techniques in providing quality care.
2. Performs psychological evaluations (personality, cognitive, etc.) for mental health
domiciliary, and outpatient substance abuse programs.
3. Provides a full range of therapeutic interventions including evidenced based and
recovery-oriented individual and group psychotherapy.
Work Schedule: Monday- Friday, 8:00am-4:30pm

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
GS-13 Social Worker Program Coordinator Grade Determinations:
Experience and Education: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs:
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations
Preferred Experience: Minimum of 3 years of administrative and clinical work in Behavioral Health; experience providing supervision to social workers and other staff, knowledgeable in EBP's, ability to pull and analyze data, experience coordinating interdisciplinary staffing, experience managing and providing operational oversite to a program with large number of staff, experience in performance improvement, experience developing SOP's, ensuring compliance with policies, and program development.
