About the Position: Serves as Budget Analyst for the Joint Activities located at Fort Liberty, North Carolina.
This is a TERM NTE 13 Months position. This position cannot be made permanent.
Duties
Perform routine budget administration functions in the formulation, execution, and review of Command and subordinate units travel and other assigned programs.
Consolidate budget estimates covering projected annual operating expenses for the Command.
Review Spend Plan projections for validity and compliance with rules and regulations.
Utilize budget technical systems to research and resolve budget problems and provide assistance on funding matters.
Maintain fiscal controls of annual funding and expenditures of assigned accounts to ensure no anti-deficiency or fiscal law violations.
Develop briefs and reports to advise commanders and managers on the financial status and execution trends of the budget.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret/Sensitive Compartmented Information (SCI) security clearance or access for the duration of employment.
- This position requires a drug test and random testing thereafter.
- This position has a Temporary Duty (TDY) or business travel requirement of at least 15% of the time.
- This position requires the incumbent to obtain and maintain a Financial Management Level 2 Certification.
- This position is obligated.
- Term employment is subject to a one-year trial period. Employees serving a trial period can be removed with limited appeal rights.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes developing and performing routine budget and administration functions in the formulation, presentation, review and execution of a Command budget account; analyzing financial data to prepare budget justifications for allocating funds; monitoring budget execution against planned expenditures to advise staff; and utilizing automated systems to track financial performance and resolve budgetary problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
