This position is located in the Nez Perce-Clearwater National Forest in Kamiah, ID. The incumbent will provide leadership in the development and use of spatial data and advanced geospatial technological applications, and serve as principal technical advisor on Geographic Information Systems (GIS). Duties

Duties listed are at the full performance level GS-12. Compile natural resource, topographic, and cartographic data for creation of thematic map products and presentation materials. Operate complex computer systems and software packages and develop procedures to produce intricately detailed maps and graphics for service programs. Compile natural resource, topographic and cartographic data for multi-disciplinary resource management planning, environmental and social assessments and environmental impact statements. Advise, counsel and assist staff on geographic information systems project planning (e.g. timelines, data analysis capabilities, budgeting, contracting) and information management considerations. Serve as technical point of contact and maintain liaison with internal and external organizations on geospatial information and global positioning systems, remote sensing and mapping. Apply knowledge of geospatial technology to facilitate geospatial model design and analysis. Manipulate and analyze geospatial data to support resource management decisions for multiple resource, jurisdictional, and ownership units or a large geographical region. Provide advice on the implementation, management, analysis, and use of geospatial information. Provide leadership in the development and use of spatial data and advanced geospatial technological applications, and serve as principal technical advisor on geographic information systems. Conduct training and provide technical assistance to geographic information system software users in the development, storage, retrieval and analysis of data. Asses quality, compatability, and limitations of data used in a wide array of land management and planning efforts. Performs supervisory duties 20% or less of the time.

Qualifications

Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-09 in the Federal service. Specialized experience is defined as performing two or more of the following duties: Work with managers and resource specialists to determine type, amount and level of information required to develop and analyze ecosystem management data alternatives; Assist with assessing quality, compatibility, and limitations of various data used in a wide array of land management and planning efforts; Develop data dictionaries, data models, and metadata for multi-disciplinary information, and geospatial and mobile technology applications; Assist in organizing and maintaining geospatial resource information and data to facilitate analysis across multiple discipline -OR- A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., directly related to the position, from an accredited college or university. -OR- An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). as described above. For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as three or more of the following: Manage application and use of ArcGIS platforms; Assist with the management and maintenance of geospatial data to facilitate analysis across multiple disciplines; Perform multi-scale and/or multi-resource analysis in support of planning, and monitoring activities; Knowledge of web Geospatial Information System (GIS) technology and GIS procedures to produce maps; Provide technical briefings and presentations to staff, program managers and leadership. Work Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
