The incumbent of this position serves in a supervisory role with the responsibility for coordinating all resource needs for organizational activities related to Science & Technology (S&T) Programs. The incumbent provides advisory guidance to all staff in the areas of responsibility within the programs four divisions.

Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include, but are not limited to:
Provides overall direction and coordination of Program administrative activities. Develops and implements administrative policies in consultation with the Program’s Management.
Applies and executes financial, procurement, property, personnel, and administrative policies and systems as they relate to the Program and Divisions.
Ensures that Science and Technology administrative and program policies are uniformly implemented to achieve objectives.
Participates in the overall management improvement program of the Agency, Department and OMB, utilizing budgetary controls to improve management whenever and wherever possible.
Plans, organizes, coordinates, and conducts analytical studies to identify and examine program, administrative, and resource management trends and problem areas.
Organizes workload to incorporate analysis, interpretation, and dissemination of key information in support of Program officials.
Consults with all levels of management and other federal agencies. Establishes and maintains liaison with program directors and works closely with their representatives.
Ensures that administrative processes are efficient and cost-effective and that adequate controls are in place to avoid fraud, waste, and abuse of Government resources.
Requirements

- Successful completion of one-year probationary period, unless previously served.
- Subject to one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including time in grade restrictions, specialized experience and/or education, as defined below.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Participating in developing operational budgets.
Experience in financial data mining/analysis and utilizing financial management systems.
Interpreting, implementing, and providing reliable advice and recommendations to management, personnel, stakeholders, and cooperators regarding administrative regulations, principles, policies, and procedures.
Participating in development (i.e., creation, projection or automation) or management of budget related projects.
Experience managing projects independently.
Experience utilizing financial systems, e.g. FMMI or related SAP applications.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Experience executing operational budgets and managing the execution of fiscal finances.
Uses various forms of qualitative and quantitative methodology for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs.
Providing written and oral communications to Agency (corporate) and Program (facility/plant) level leadership and stakeholders.
Responsibilities managing projects related to budget development, projections or management.
Experience implementing process improvements in managing financial data.
Developed and managed reports and data templates within financial systems.
