The primary purpose of this position is to serve as a professional engineer and senior action officer in a combination of engineering disciplines (including, but not limited to civil and mechanical engineering, and architecture) performing Headquarters PACAF policy, planning and programming duties.

Duties
As a senior engineer and an expert in asset optimation, evaluates and recommends programs and development plans for new construction, renovation, repair, demolition and improvements of real property facilities, including utility systems, utilizing a professional knowledge of engineering.
Analyzes, interprets and disseminates broad program guidance and policies received from Department of the Air Force and theater commanders pertaining to facility requirements and the preparation, content and purpose of facility project programming.
Analyzes, compiles, interprets and disseminates O&M facility and infrastructure models and metrics.
Keeps abreast of emerging technologies to ensure program development will not prematurely become obsolete.
Prepares and presents briefings to clearly and concisely portray programming project proposals/status for evaluation by HQ PACAF, tenant, Numbered Air Force, defense agencies, sister services, and HQ USAF decision makers.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions and the Individual Occupational Requirements (IOR) for the GS-0800 Engineering Series.
BASIC REQUIREMENT: BASIC REQUREMENT OR INDIVIDUAL REQUIREMENT: A Bachelor's degree (or higher degree) in Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts with your application.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of engineering concepts, principles, and practices sufficient to act as the staff technical expert and consultant in Asset Optimization. Ability applicable to a wide range of engineering concepts, principles, and practices related to Asset Optimization. Ability to modify standard practices and adapt techniques to solve a variety of problems. Ability to adapt precedents or make significant departures from previous approaches to similar projects in order to provide for the specialized requirements. Ability to apply the practices of related engineering disciplines and architecture as they relate to project definition, design, award, construction and financial closeout. Mastery of concepts, principles, systems, processes, and practices to make Asset Optimization project/program management decisions or recommendations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of a combination of engineering disciplines (including, but not limited to civil and mechanical engineering and architecture). Detailed and expert knowledge in concepts, principles, and practices and the ability to coordinate high level MAJCOM initiatives with several engineering disciplines and architecture.
2. Detailed knowledge of the Planning, Programming and Budgeting System, Program Objective Memorandum, financial control and budget systems, and management; In depth knowledge of Congressional, DOD and Air Force work classification and the regulatory and statutory restrictions on the expenditure of appropriated and nonappropriated funds.
3. Mastery of engineering and construction standards, methods, practices, techniques, materials and equipment to determine compliance with federal, state, and local codes and regulations; detailed knowledge of contracting regulations, practices and procedures as they apply to construction execution; knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplished assigned functions.
4. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders; proven management ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
5. Ability to plan, conduct, and record site/facility surveys and inspections; ability to plan and organize work and coordinate with other engineering disciplines and architects; ability to communicate effectively both orally and in writing; skill in interpersonal relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
