This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Security, Facilities and Logistics Operations (OSFLO), Division of Logistics & Commuter Services (DLCS). As a Inventory Management Specialist, GS-2010-14, you will serve as a lead, technical expert, and advisor to the Director, DLCS on all aspects of CMS' property management program.

Duties

Lead the creation, maintenance, and dissemination of an agency property accountability information technology system. Provide expert level portfolio and property asset management planning, analysis and guidance for major assets, actions, strategic plans, and business. Gather customer feedback using various methods to include focus groups and surveys. Use feedback to plan and implement improvement initiatives for the respective program. Direct property officers in the annual attestation of full compliance with the FAR with regards to all contract property and equipment in the possession of CMS employees and contractors.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Leading inventory management programs or projects (e.g., acquisition, receiving, storing, distribution, maintenance, and disposal of supplies or equipment); AND Developing and/or implementing property inventory management policies, procedures, financial controls, and/or strategies that comply with applicable statutes and/or regulations; AND Analyzing inventory management systems to identify issues and make recommendations to stakeholders on process, procedure, or policy improvements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
