The primary purpose of this position is to serve as an Air Force Office of Special Investigations, IT Services and Solutions (XT) Directorate IT project manager and Contracting Officer Technical Representative. This position requires knowledge in policy, processes and procedures for technical and management approaches for both IT project management and contract oversight.
Duties
Plans, organizes, manages and accomplishes IT projects and contract functions to provide supplies and services essential to AFOSI IT programs and projects.
Serves as principal advisor in Information Technology Projects and Contracting Officer Technical Representative (COTR).
Support the agencies Contracting Officer's Representatives (COR) for all AFOSI IT contracts.

- Must be able obtain and maintain a Top Secret, Sensitive Compartmented Information (SCI) Security Clearance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented
- (CONT) Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
- (CONT) A non-disclosure agreement must be signed.
- AF Information Technology, Acquisitions and Contracting experience is highly desirable.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- (CONT) Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Selectee must undergo an internal background investigation by AFOSI and must be approved for duty by the Commander of AFOSI or the Commander’s designated representative(s).

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes Applying analysis, evaluation, design, implementation and maintenance of complex multiprogramming, multiprocessing information systems, with emphasis on inter-computer networked, on-line interactive capabilities, utilizing telecommunications technology and the architecture of advanced information system and inter-computer network communication systems, programming tools, advanced configuration management tools and practices.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of technical support requirement development methods and approaches.
2. Knowledge of complex IT systems development life cycles, including systems documentation, design development, configuration management, cost analysis, systems integration, and
3. Knowledge of enterprise IT, cloud technology, architecture, network applications, principles, methods and practices to sustain and expand an enterprise.
4. Skill and ability to manage and adjust workload to accommodate rapid and significant increases in short notice requirements and tasking.
5. Skill and ability to communicate effectively both orally and in writing; negotiates complex issues; and maintain good working relationships.
6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports.
7. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
