About the Position: This position is located at the 59th Medical Wing - Joint Base San Antonio - Wilford Hall Ambulatory Surgical Center; Lackland AFB, Texas.

Duties

Conduct studies and surveys for the command to provide recommendations on workforce planning. Utilize manpower standards to determine staffing levels. Analyze workload statistics to make recommendations to improve the efficiency and effectiveness of program operations. Conduct manpower studies and surveys to analyze various Human Resources Management and manpower related functions. Provide justification to supervisor on acceptance or denial of requests to include recommendation on amount of special salary to be granted. Provide advice and guidance to managers and supervisors on issues relevant to human resources and workforce planning, surveys, and results. Correspond with candidates regarding interviews, openings, and various other questions about positions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • A Personnel Security Investigation is required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
  • Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.

Specialized Experience: One year of specialized experience which includes analyzing requests for personnel actions to ensure they are complete prior to submission; monitoring the status of personnel actions (such as classification actions, promotions, reassignments, details, civilian performance appraisals, incentive awards program, training, etc.); and providing recommendations to leadership regarding the staffing of positions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Client Engagement/Change ManagementOral CommunicationStrategic Workforce PlanningWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
