This position is located in the Department of Housing and Urban Development, Asst Secretary for Housing-Federal Housing Commissioner.
Duties
As a/an Program Manager, you will:
Interface both internally and externally to assure that the Division effort will result in quality projects on time and at a reasonable cost.
Provide leadership in establishing and maintaining effective management processes.
Work closely with internal customers providing continuity of leadership in assessing Division mission and work requirements and in developing overall plans, goals, and objectives. Confer with Directors and managers to establish broad mission requirements and objectives, plan for accomplishment, review status and progress, provide management guidance and direction, and provide advice and/or decision on policy matters.
Establish and maintain partnership with customers. Conduct periodic coordination meetings and program reviews to ensure full understanding and communication on critical project issues.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
For the GS-15, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:
- Providing human resources advisory services to an organization and providing technical human resources advice and assistance to high-level managers on issues; AND
- Performing a wide variety of analytical studies and projects related to human resources management, improvements and long-range planning; AND
- Supervising or leading a team of staff in the development of administrative and personnel policies and procedures; AND
- Supervising the application of rules, regulations and procedures related to Human Resources (HR) development.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
