We are looking for motivated GS-0341-9-11 FPL 12 Administrative Officers to fill multiple positions to help drive the NIH mission.
Duties
For the GS-0341-9/11 Administrative Officer position your duties may include, but are not limited to the following:
Advises program managers regarding budgetary concerns such as projected shortfalls or unanticipated financial needs.
Conducts negotiations with vendors to obtain goods and services.
Creates and executes strategic and/or operating plans for new fiscal years, which includes the gathering of key information essential to the planning process (e.g., internal information, benchmarking information, stakeholder input).
Compiles and analyzes relevant information gathered by using processes, tools, and/or formal mechanisms to effectively monitor and manage results.
Plans, develops, formulates, prepares, executes, monitors, and/or forecasts organizational budgets.
Interprets policies and procedures in the management of space and facilities.
Manages and monitors the budget, design, construction and modification of existing and/or new space.
Interprets and analyzes the meaning and implications of key financial indicators to understand overall financial performance of the organization.
Approving official for purchase cards and/or manages purchase card program.
Performs the full-range of general administration and advisory services and/or functions, performing all that apply: outside activities, time and attendance, relocation requests, human resources services, facilities management, property management, space/logistics, safety/security, and travel.
Interprets policies, procedures, and practices concerning all aspects of travel, local, sponsored, domestic and/or foreign, and reimbursement for travel expenses for all orders and vouchers within the employee's assigned area(s).
Writes and edits standards/policies/procedures documents and manuals and analyzes and implements standards/policies/procedures.
Plans and manages service contract and equipment leases, including funding while ensuring compliance with established procurement regulations, such as the Federal Acquisition Regulations.
Evaluates and recommends alternative methods of procurement.
Requirements

Qualifications
You qualify at the GS-09 level, if you meet one of the following qualification requirements:
Completed a master's or equivalent graduate degree, or two (2) full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D., if related.
OR
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-07 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Analyzing routine expenditures and spending plans; 2) Drafting specifications for use in contracts; 3) Conducting routine cost comparisons and estimates; and 4) Assisting in performing general administration and advisory services including procurement, human resources services, facilities and space management, and property management.
OR
A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
You qualify at the GS-11 level, if you meet one of the following qualification requirements:
Completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree or an LL.M., if related.
OR
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) Participating in the preparation and execution of organizational budgets; 2) Reconciling monthly expenditures against allocated funding; 3) Drafting specifications and statements of work for service contracts and equipment leases, including conducting negotiations with vendors; and 4) Assisting in performing general administration and advisory services and/or functions, such as time and attendance, human resources services, facilities management, property management, and space/logistics, safety/security.
OR
A combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.
