The position is located in the General Services Department with the Division of Administrative Services, Crownpoint Service Unit in Crownpoint, NM. The purpose of this position is to serve as the Inventory Management Specialist for the hospital. The incumbent directs the Service Unit's property and supply accountability program.

Duties

Develops, records, establishes the maintenance of an automated Stores Stock system. Plans equipment and supply requirements for all departments and initiates necessary action in acquiring equipment needs with Facility, Bio-Medical, Service Unit Staff, appropriate professional consultants in Area Property Management Section, and liaison with architects. Provides management advisory services and consults with the Executive Committee and clinical staff in the development of Inventory Management needs of the Service Unit on an ongoing basis. Maintains IHS equipment records and seeks out information on new and existing products necessary for equipping a Service Unit and its satellite clinics. Directs the application of the Service Unit equipment planning process which includes computerization of the equipment needs for the annual equipment plan and tracking and modifying those computer lists as necessary throughout the annual phases. Responsible for all government motor vehicle check in and check out system with in the Service Unit. Maintains records on maintenance of motor vehicles and prepares monthly motor vehicle use record and reports. Maintains and cleans the vehicles to ensure safety of the operators. Assist employees in filing appropriate forms for accident reporting. Directs and reviews the Personal and the Real Property accountability Programs for the Service Unit and Clinics.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: GS-07: 1 full year of graduate level education or bachelor's degree with superior academic achievement; or, your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-05 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: With supervision, performs and determines the distribution and control of material in stock and positioning of supplies among the hospital supply area; work with procurement process and requirements for property and supplies. Working knowledge of one or more automated personal property/supply data base to enter, correct and retrieve recurring. GS-09: Master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; or your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: working with personal property management program and applying inventory management principles, concepts, and methodologies; working with procurement of supply requirements that are complex in nature due to the diversity of the needs of a major hospital working with requisitions, policies, procedures, or other instructions relating to the specific functions assigned. Working knowledge of one or more automated personal property/supply data base(s) to enter, correct, and retrieve recurring reports, to structure/retrieve specialized reports; develop and implement service-wide personal property management procedures, and systems to implement the administration of acquisition, dispositions, economical and efficient utilization, custody, maintenance and accountability processes for inventory and equipment. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
