THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a IT SPECIALIST (CUSTSPT), Position Description Number D2387000, D2182P01 and is part of the KS 190 Air Refueling Wing, National Guard.
Duties
As an IT SPECIALIST (CUST SPT), GS-2210-11, you will perform developmental assignments. Perform moderately difficult and complex assignments consisting of well-precedented tasks to further orient the employee in the application of occupational principles, methods, and techniques. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Manages the assigned IT/communications environment with privileged access at the network level for the Wing, Geographically Separated Units (GSU), and Tenants. Plan, coordinate, install, and continuously analyzes system design, hardware and software. Develop, recommend, and install solutions and upgrades to ensure availability, integrity, efficiency, and reliability of all components of the assigned system. Provide Information Assurance systems support for all disciplines, ensuring the rigorous application of information security/information assurance policies, principles, and practices in the delivery of network services. Perform system audits to assess security parameters and performance of IA controls within the network environment. Other duties as assigned.
Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.
Telework: ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND PRESCRIBED "UNSCHEDULED TELEWORK"
Physical Demands: The work is normally sedentary in nature and is typically performed while seated in a chair. No special physical demands are required to perform the work.
Work Environment: The work is normally performed in an office setting with no unusual risks or discomforts.The work area is properly heated, lighted, and ventilated.
Requirements
- KANSAS AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED.
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- Must possess or be able to obtain a secret clearance within one year of appointment.
- THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION WITHIN SIX MONTHS OF APPOINTMENT.

GENERAL EXPERIENCE:
For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, do you possess the experience that allows you to do the following:
Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
Plan and organize work; and
Communicate effectively orally and in writing.
Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.
OR
Major study - computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
SPECIALIZED EXPERIENCE:
GS 09 SPECIALIZED: Do you possess the experience that demonstrates accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization to include the following:
Knowledge of the customary approaches, techniques, and requirements appropriate to an assigned computer applications area or computer specialty area in an organization;
Planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; and
Adaptation of guidelines or precedents to the needs of the assignment.
GS 11 SPECIALIZED: Do you possess the experience that demonstrates accomplishment of computer project assignments that required a range of knowledge of computer requirements and techniques equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization to include the following:
Knowledge of applying analysis concepts to IT network systems and independent IT platforms, integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods plus, project management principles and methods sufficient to plan and coordinate the installation of new products or equipment.
Knowledge of network operations, security methods, and network architecture optimization techniques; the capabilities and limitations of the IT systems, infrastructure and software configuration in order to manage the tenant network, carry out network and/or independent platform projects and coordinate efforts with others affected in the organization.
Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
