Position is located in the Branch of Accounting within the Division of Financial Management under the Office of Administration and Management at the Navajo Area Indian Health Service. The purpose of this position is to engage in the performance of certification by establishing and implementing internal controls for the Accounts Payable section that covers all liabilities and schedules payments through the Department of Treasury Regional Financial Center.

Duties

Performs routine and moderately complex accounting tasks consistent with level of complexity warranted by the grade level and in accordance with prescribed policies and procedures. Reviews and examines all types of procurement documents for payment. Ensures that relationships are maintained throughout the entire accounting structure by maintaining surveillance over the day-to-day accounts payable financial operations. Uses the financial management system to reconcile against treasury schedules. Performs other duties as assigned.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-05: One (1) year of specialized experience equivalent to at least the GS-4 grade level; OR four (4) years of education above high school level OR combination of general experience and education. One (1) year of specialized experience equivalent to at least the GS-04 level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks that includes: receiving, reviewing and paying commercial vendor invoices; retrieving, analyzing, and validating, data to ensure source documents and automated financial system transactions are accurate; and processing travel vouchers/invoices. GS-06: One (1) year of specialized experience equivalent to at least the GS-05 level in the Federal Service obtained in either the private or public sector performing the following type of work and/or tasks that includes: receiving, reviewing, and paying commercial vendor invoices in compliance with the Prompt Payment Act requirements; preparing detailed reports/ analyses and recommending corrective actions for resolving discrepancies; reviewing and processing travel vouchers/invoices. GS-07: One (1) year of specialized experience equivalent to at least the GS-06 level in the Federal Service obtained in either the private or public sector performing the following type of work and/or tasks that includes: receiving, reviewing, and paying commercial vendor invoices in compliance with the Prompt Payment Act requirements; using various accounting treatments and inter-related work systems to ensure validity and accuracy of obligations; reviewing, analyzing, classifying and reconciling transactions to address outstanding payment and obligation issues; reviewing and processing travel vouchers/ invoices; and resolving discrepancies. Time In Grade - Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
